Dokumentation Ergebnisse 29./30 August 2006 / Folie 7 Folie 7 Cities matter because they are large economies in themselves How cities grow and meet energy demand is critical to climate change Half of the world’s population lives in cities, 70% in 2050 Urban population is expected to double by 2030; global built-up area is expected to triple during the same period Urban density and spatial organization influence energy consumption, especially in transportation and building systems… Climate proofing cities – Opportunities GLOBAL CO 2 EMISSIONS PER SECTOR

Dokumentation Ergebnisse 29./30 August 2006 / Folie 8 Folie 8 Climate proofing cities – Challenges Introducing the climate angle –Policy level directive –Conflicting priorities –Understanding at the local level Integrating/Mainstreaming CC –Looking at local policy & implementation through a climate lense as part of the BAU scenario Monitoring Impacts –Integrating monitoring frameworks into contracts –Need for strong & appropriate reporting mechanisms and capacity in ULBs to assess impacts Evaluating Outcomes –Assessment of reporting – comparing proposed outcomes and results – monitor what is to be assessed –Scope for mid-course correction in contracts – performance based contracts opinion/observations/learnings/suggested strategies for climate proofing cities with respect to city processes, support from state/national govts/perception of cities, planning to action and financing options

Dokumentation Ergebnisse 29./30 August 2006 / Folie 9 Folie 9 Integrating the Climate Perspective in Cities Adaptation & Mitigation There is no „climate“ project – it is an over-arching goal Directive from national and state governments Political consensus on climate objectives – policy and targets at the local level Integrating adaptation & mitigation – inherent cross linkages –Coimbatore: Enhancing energy efficiency of borewells – Reducing carbon emissions, increasing yield per unit consumed –Makati, Philippines: Massive tree plantation programmes - Carbon sequestration, reduces urban heat island effect –Bogota, Columbia: Urban agriculture – builds community‘s resilience to impacts of flooding in supply areas, reduces transportation & energy consumption Climate proofing - Key criteria for all policy/development projects – both at local level and at the approval stage (state/centre)
