12 1. Leadership The first obstacle to SW implementation is the leadership. 3 options are often in competition:  Customs leadership  Ministry of Trade  Port authority A higher level decision (President or Prime Minister) is the determinant. In all situation, customs, must be in frontline.

13 2. Consensus All the stakeholders involved may agree on a new way of doing business. The issue is that each organization has it own rules and reality. The single window will disturb them. The best Single window for a country is the one possible.
