5. FREEDOMS OF SPEECH AND BELIEF Freedom of opinion and expression, and freedom of thought, are central to the human rights doctrine. They are defined by Articles 18 and 19 of the Universal Declaration. They assume it is better to let people find things out for themselves and have their own say, rather than bottle them up by more or less authoritarian means. The freedoms of speech and belief sometimes come into conflict with other rights. The use of such freedom to harm human beings for something they cannot help, for example, such as their skin colour or ethnic origin, has led to much debate about which right should prevail. We may never be relieved of our responsibility to think or say the truth as we understand it, and yet we have no right either to incite hatred toward other human beings. This bears careful consideration. The freedom of speech and belief has obvious implications for classroom life. It can require teachers to make personal changes that may not be easy.
