NON SENSITIVE RELEASABLE TO PUBLIC ALLIED COMMAND TRANSFORMATION JOINT WARFARE CENTRE Prof Dr Erdal Cayirci Head CAX Support Branch, JWC NATO Training Federation (NTF) [25 OCT 2011]

NON SENSITIVE RELEASABLE TO PUBLIC Agenda - What is NTF? - Why do we need NTF? - What has been done? - What is going on?

NON SENSITIVE RELEASABLE TO PUBLIC NATO Constructive Simulations Joint Theater Level Simulation (JTLS) is a joint highly aggregated constructive simulation system. Joint Conflict and Tactical Simulation (JCATS) is a joint high resolution constructive simulation system. Virtual Battle Space (VBS2) is a very high resolution constructive and virtual simulation system.

NON SENSITIVE RELEASABLE TO PUBLIC Comparison CasesComments No Simulation Manual computation for: - The availability of assets and supplies - Line of sight and range assessments - Threats and their impacts during the deployments through air - The time needed for air deployment - Manual updates of C2 tools - The time needed for the final 2 km. - Threats and their impacts during the final 2 km. - Positive identification of target. - The engagement, probability of hit and kill. - Collateral casualties. - Everything above for the way back. - No live video streams from UAV

NON SENSITIVE RELEASABLE TO PUBLIC Comparison CasesComments Highly Aggregated Simulation Manual computation for: - Line of sight and range assessments - The time needed for the final 2 km - Threats and their impacts during the final 2 km - Positive identification of target - The engagement, probability of hit and kill - The collateral casualties - No live video streams from UAV High Resolution Simulation - The database preparation and operating the model may become too cumbersome because of the overall level of the exercise - No live video streams from UAV NTFRight combination. Enhanced intel products.

NON SENSITIVE RELEASABLE TO PUBLIC Why? - Multi-level exercises? - Multi-resolution exercises? - Distributed exercises? - MORE COST EFFECTIVE - Reusable, Interoperable, Tailorable and Dynamic - MORE CAPABLE - New capabilities (comprehensive, etc) - BETTER FITS THE CURRENT REQUIREMENTS - UAV, TBDM, Cyber, SOCC

NON SENSITIVE RELEASABLE TO PUBLIC MSG – 068 - NATO Education and Training Network It is the TG to support NATO Programme Snow Leopard, which aims to deliver to Alliance and Partners a persistent, distributed education and training capability that will comprise Distance learning Shared scenarios (common repository) A tool box that will ultimately contain a mix of live, virtual and constructive simulation.

NON SENSITIVE RELEASABLE TO PUBLIC MSG-068 has developed a reference federation agreement document. MSG-068 recommends a modular FOM including RPR2 for the NETN reference federation (HLA 1516-2010). MSG-068 recommends CFBLNet as the persistent network for the NETN. MSG 68 plans to conduct a distributed experiment between October 24 and November 5, 2010. MSG-68 plans to conduct a demo during I/ITSEC’10. MSG – 068 - NATO Education and Training Network

NON SENSITIVE RELEASABLE TO PUBLIC NTF CCB

NON SENSITIVE RELEASABLE TO PUBLIC Decisions in Charter Meeting - NTF is initially JTLS-JCATS-VBS2 - FLAMES is also in the initial configuration. However, it needs to be treated as a separate project (funding) to include into NTF. When that project is complete, that will also be maintained within NTF via NTF CCB. - NTF CCB is only responsible for the maintenance of the federation itself but not the other CAX tools and ancillary software in a CAX architecture. - HLA 1516-2010 is the technology for NTF. - NETN Reference Federation Architecture (FOM and Federation Agreement Specifications) will be followed - NETN Reference Federation Architecture needs to be improved such that it provides specifications also for the transfer of attribute ownership, improved combat adjudication, perception management and modular RPR2. - JLTS is the umbrella model in NTF.

The UAVs flying in VBS2 are updated in JTLS and JCATS JWC, JFTC5/Must 11.09.3 - Targeting and especially time sensitive targeting related training objectives - Intelligence products (video streams by UAV) for the training audience Attribute ownership of UAV entities are transferred back and forth among JTLS-JCATS-VBS2 JWC, JFTC10/Should

NON SENSITIVE RELEASABLE TO PUBLIC NMRs Id User Need Change Requirement Reques tor Priority 11.09.4 - Special Operations Component Command related incidents - Naval and land operations on a terrain with many fjords, rivers, etc - Joint personnel recover incidents - Time sensitive targeting incidents The requirement is driven by the higher resolution requirement implied by these types of operations Reliable ownership transfer, provable causability between JTLS and JCATS JWC, JFTC 6/ Must (Will be revisited after change proposal) 11.09.5 - Special Operations Component Command related incidents - Naval and land operations on a terrain with many fjords, rivers, etc - Joint personnel recover incidents - Time sensitive targeting incidents Reliable ownership transfer, provable causability and smooth movement of virtual systems between JTLS, JCATS and VBS2 JWC, JFTC 11/Should (Will be revisited after change proposal)

NON SENSITIVE RELEASABLE TO PUBLIC NMRs Id User Need Change RequirementRequestorPriority 11.09.6 - Robustness and reliability When any federate or federation crashes, the ownership of all the entities can be gained back by JTLS. JWC3/Must 11.09.7 - Cost efficiency, compliance with 75-3 timelines, data correlation and mapping Practicality Requirement 1: Federation data management can be realized in a practical way. The scheme should allow the preparation of STARTEX preparation in one month by two people. Implementation of this scheme should prevent duplication of effort. JWC, JFTC, NC3A 2/Must

NON SENSITIVE RELEASABLE TO PUBLIC NMRs Id User Need Change RequirementRequestorPriority 11.09.8 - Cost efficiency and compliance with 75-3 timelines Practicality Requirement 2: All federation can be managed (backups, starting and terminating federation, recovering from a crash, checkpoints, federation speed) by a single tech controller. The number of developers required to recover from a crash is not more than two JTLS engineers when regaining capability is available. JWC, JFTC7/Should 11.09.9 - Robustness and practicality - 1/2.5 is a should level Practicality Requirement 3: 1/2 game speed is maintainable during a typical NRF exercise. JWC4/Must

NON SENSITIVE RELEASABLE TO PUBLIC NMRs Id User Need Change RequirementRequestorPriority 11.09.10 - Practicality, reduced bandwidth requirements, Federate object subscription scheme must not adversely impact the 2:1 federation speed requirement regardless of the number of objects modeled by any one federate JWC8/Should 11.09.11 - New objects may need to be added into federation due to the dynamic scripting Ability to add objects dynamically into NTF JCW, JWC, JFTC 9/Should
