Tribal Partners: Cooperative Agreements with SLA  Tribes may cooperate with the state Use state certification as the basic demonstration of competency needed to qualify for tribal certification Four Cooperative Agreements with SLA  Shoshonne-Bannock, Cheyenne River Sioux, Rosebud Sioux, Three-Affiliated Tribes  Shoshonne-Bannock adds exam on tribal code Tribe and State must agree on how to accomplish C&T and enforcement Cooperative agreement must be incorporated in the state's EPA-approved plan
