3 Federal Administration: EPA and USDA  EPA –presented by Jeaneanne Gettle  USDA – Pesticide Safety Program 1964 - funds pesticide safety at $1M 1965 - funds one Pesticide Coordinator in each state 1970 - Pesticide regulatory responsibility shifts to EPA

4 Federal Administration: USDA  USDA – Pesticide Safety Program 1972 - Federal Environmental Pesticide Control Act  Classification of RUPs  Congress expected EPA to utilize USDA/Extension Service for outreach & education  $2M Project Safeguard – joint USDA/EPA education program for farmers on the safe use of pesticides

5 Federal Administration: USDA  USDA – Pesticide Applicator Training Program (PAT) 1974 - EPA finalized 40 CFR Part 171  Certification of applicators 1975 - FIFRA reauthorized  Training awarded to State Extension Service  Formula developed for states 1978 - FIFRA reauthorized  50% cost sharing required by states

6 Federal Administration: EPA and USDA  USDA – Pesticide Safety Education Program (PSEP) 2002 – name changed, and Formula revised, but not implemented Performance Planning and Reporting System implemented (web-based)  Funding, people, resources, pesticide safety and risk management practice objectives, public policy and decision making on pesticide training EPA-USDA Interagency Agreement through FY06 provides mechanism to fund state PSEP with no overhead charged – still requires 50/50 match

8 Tribal Partners: Indian Nation Programs  For RUP applicators trained and certified  May develop & implement an EPA approved C&T plan Plan goes through Department of Interior for approval EPA Regions provide assistance with plan development and approval Navajo Nation nearing completion of drafting C&T plan for approval  Tribal lands within CO, AZ, UT, NM

9 Tribal Partners: Cooperative Agreements with SLA  Tribes may cooperate with the state Use state certification as the basic demonstration of competency needed to qualify for tribal certification Four Cooperative Agreements with SLA  Shoshonne-Bannock, Cheyenne River Sioux, Rosebud Sioux, Three-Affiliated Tribes  Shoshonne-Bannock adds exam on tribal code Tribe and State must agree on how to accomplish C&T and enforcement Cooperative agreement must be incorporated in the state's EPA-approved plan
