4 EPOS Call for Proposals Call for Proposals for hosting the EPOS-ERIC ECO DONE Participants: France and Italy Decision: Italy Call for Proposals for hosting the ICS-C ONGOING Call open on July the 1 st 2015 Call will close on November the 9 th 2015 Participants: any country involved in EPOS Evaluators: outside EPOS Decision Body: Board of Governmental Representatives

6 General provisions Each country can submit only one proposal An Expression of Interest shall be submitted, which is the official endorsement of the proponent by its own government to submit the proposal on its behalf Terms of Reference 1/3 Specific rules and timeline Call Secretariat established to manage the organization and the execution of the selection Each proposal is subject to external assessment carried out by external (to EPOS) evaluators nominated by the BGR The BGR is the decision-making body. It receives the proposals and the external assessments to make its own evaluation. The BGR is free to make further investigation before taking the final decision

8 Criteria to select evaluators Eligibility: not having direct/indirect interests conflicting with the Call interests not having nationality or other close connection with a proposing country knowledge of RIs/e-I management and/or scientific landscape including e-science Each evaluator is asked to: read and assess only the documents received by the call secretariat act on individual basis rank the proposals send to the Call Secretariat a document with her/his comment on each proposal Evaluation criteria Physical infrastructure hosting ICS-C Technical features of the e-infrastructure Organizational structure and management Expertise involved Adequacy of financial commitment Terms of Reference 1/3

9 Mandate to form the Call Secretariat The Call Secretariat is formed by: Members of the BGR including the Chair and co-Chairs The Call Secretariat is the contact for both the bidders and the evaluators, will ensure fairness and transparency, will report to the BGR The BGR is the final decision maker Main duties of the Call Secretariat are to: manage the organization and the execution of the Call announce, launch, and publish the Call contact the evaluators nominated by the BGR receive proposals and transferring them to evaluators receive the evaluations from each evaluator send the proposal bids and the outcomes of the evaluations to the BGR

10 Call for Proposals to host the EPOS-ERIC ICS-C Structure of the proposal Each participant will prepare the proposal highlighting the following information:  The hosting Country describe the scientific and technical environment provided by the hosting country  Past, present and future contributions to EPOS  IT Architecture declare and demonstrate compliance to the EPOS architecture  Physical infrastructure hosting ICS-C describe the physical infrastructure  Technical features following guidelines  Hardware  Security  Software  Connectivity and network topology  Effective plan for ICS-TCS interaction  Expertise involved (seconded personnel)  Organizational structure compliant with the EPOS overall architecture  Financial commitment description of the financial commitment
