Jump to first page n History u Created in 1996 and managed by the San Antonio Police Dept.under the auspices of of the South Texas HIDTA. u SAPD Captain Longoria lobbied for the use by SAPD and all agencies in the HIDTA area. u The service is provided free of charge to enhance both officer/agent safety and operational effectiveness. n What is Operational Deconfliction? u The ISR Dedconfliction database System is an information storaqe and mapping software system. Jump to first page u The system is designed to enhance agent/officer safety during narcotic police enforcement actions. u The system was designed to alert users of potential conflict between operational actions by matching: F identities of common suspects and; F maintaining oversight of proximity / location issues. u When law enforcement officers anticipate or conduct enforcement activity, they will notify the STHIC Deconfliction Center.

Jump to first page u Examples of activities: F Buy/Bust operation F Reversals F UC meetings F Buy walks F Search warrants F Surveillance operations F Arrest warrants u Participating agencies are not mandated by HIDTA to report operations to the Deconfliction system

Jump to first page u from January 01, 2001 thru June 01, 2110 over 1100 operations have been reported F with a confliction rate near 50%. n How it Works u Narcotics enforcement by nature is unpredictable and plans change without notice. u Adequate notice of planned operations is critical to the effectiveness of the System. F If Possible one hour advance notice of the operation is suggested.

Jump to first page F Once an event has been reported, updates on times, locations, suspects, and vehicles should be made as soon as possible. F The system is only as good as the information reported to the STHIC. F The System can be contacted toll free by calling or faxing the information or operations plan to the STHIC 1-800- 606-1768. F If there is a conflict, the Deconfliction Center will notify both agents/officers of the conflict and ask them to contact each other directly. F Conflicts will be resolved by the agencies involved.

Jump to first page F STHIC personnel will not resolve any conflicts; F will not judge the importance of either operation; F STHIC personnel will not, under any circumstances, disseminate any operational information.

Real Life n Officer Safety n Operational Enhancement u Information of suspects involving long term cases can be entered for 6 months at a time. u Notifying the case agent when any of the suspects are targets of other investigations. u This enhances long term case management

Jump to first page System & Procedural Security n System Security u Outstanding network security n Information is only received, NOT disseminated n Verification of Users n Audit of Events Submitted u Supervisors are frequently called to audit information/operations as given by agents/officers

Jump to first page Service Availability n Mapping available for entire state of Texas u 35 agencies currently utilizing system from the Valley to Waco n Normal Hours of Operation n 8am -10pm M-F n After Hours Operation and Holidays u Duty pager assigned to personnel to allow system 24 - 7 effectiveness u Currently utilized by the Austin office of the DEA and the DPS.
