3.  An ACF is the last option and would only be opened when the existing medical infrastructure is overwhelmed.  An Emergency Declaration is made by the Governor or a Spokane County elected official before opening an ACF.  Hospitals and long term care facilities are responsible for the evacuation and shelter needs of their patients/residents.  Red Cross can provide care up to the licensure of their staff in their general population shelters.  ACFs are not designed for pediatric patients.
