Why M findings underutilized Lack of ownership Not clear of understanding of purpose & benefit No responsiveness to needs of stakeholders Irrelevant findings Lack of expertise to conduct,review,and use of monitoring Lack of supportive organization environment How to have more effective M utilization Program/project designed logically Everything put in places Assured common understanding Problems being addressed systematically Know key stakeholder What are salient interest What are main concern of stakeholder Is it too late or too early for critical decision Should find and limit critical issues What client need to know How findings being specified

Effective monitoring Ownership - All concerned should participate throughout monitoring process Stakeholders should feel as they own monitoring Frequent constant feedback and communication to keep key stakeholders informed are critical success factors Creative positive attitude to monitoring Should have appropriate methodologies Partners should accept and well understand Avoid the complicated methodology Clear process of program/project implementation

Key points, Limitation and constraint of monitoring Program/project design is far short from the impacts Stand alone activities set Lack of ownership Bureaucratic ineffective Short term vs Long term impacts Ad hoc and respond to on temporary issue Depend on interest or available of fund Limited to specific issue rather than contribute to guide development strategies Developing countries have less achieved to institutionalized.

What should be learned from M for future improvement ? Improving the M Partner countries led M&E integrated to national system It integrates to national budget and development planning Strong leadership to lead the administrative to comply with the M&E strategies. Lessons Learned Country, Agency, Sectoral, Program, Project Level More synthesize on the impacts i.e. poverty reduction. Thematic focus rather than project based Focused on result/impact –based Create more value- chain to the real target groups Building more systematic approach of M&E process at all level (program,sector and national)
