3 CTF 86 Standing CCIRs UNCLASS
Death or serious injury to any NECC/NECCPAC HQ staff or subordinate unit personnel, personnel assigned in support of NECC/NECCPAC forces or personnel not assigned but associated with NECC activities. Any captured, detained, evading, isolated, or missing NECC/NECCPAC HQ staff or subordinate unit personnel, or personnel assigned in support of NECC/NECCPAC forces Any class “A” mishap (as defined by the total cost of reportable material property damage of $2,000,000 or more; or an injury or occupational illness results in a fatality or permanent disability) occurring within an NECC/NECCPAC unit. Any incident or action involving NECC/NECCPAC HQ staff or subordinate unit personnel requiring the release of an OPREP-3 PINNACLE or NAVY BLUE Any event or report that is reasonably likely to generate negative media attention Any act of terrorism or indications of terrorist activity anywhere in the world, or other national security issue, significant enough to impact the NECC/NECCPAC mission Any major natural or man-made incidents worldwide that results in loss, damage, emergency evacuation, sortie, or deployment of NECC/NECCPAC HQ staff or subordinate unit personnel. Any major natural or man-made incidents that results in closure, major degradation, loss of communications, emergency evacuation, or the implementation of the COOP for NECC/NECCPAC HQ, or a Supporting/Subordinate/HHQ Any event or issue that results in a significant degradation to an NECC/NECCPAC warfighting capability or negatively impacts NECC’s/NECCPAC’s or its subordinate units’ ability to meet an operational commitment. Specifically, this includes readiness degradation resulting from Category CASREP, the degradation of OARS to “C4,” or DRRS-N degradation to “N” (No/Red) for any deployed unit. The receipt of higher authority direction or tasking that requires imminent planning or force provisions for pending operations Loss of sensitive items, such as weapons, ammunition, classified material, communications material security, PII, etc Electronic spillage of classified information or PII caused by or requiring corrective action by an NECC/NECCPAC unit Any class “B” mishap occurring within a NECC/NECCPAC uit Readiness degradation resulting from a Category 3 CASREP, the degradation of OARS to “C3,” or DRRS-N degradation to “Q” for any deployed unit Any diving related incident requiring OPREP3 reporting; diving related incident that results in unplanned decompression; and diving incidents when operational diving limits as prescribed in the US Navy Dive Manual are intentionally or unintentionally exceeded. 4 CTF 86 Standing CNSEs Any incident or action involving NECC/NECCPAC forces or subordinate unit personnel requiring the release of an OPRE-3 NAVY UNIT SITREP Changes in force protection conditions or physical security environment that increases risk to NECC/NECCPAC HQ staff or subordinate unit personnel The unexpected arrival of any distinguished visitor at NECC/NECCPAC HQ Receipt of a Red Cross message for NECC/NECCPAC HQ staff personnel Allegations of serious misconduct by NECC/NECCPAC HQ staff personnel The arrest of NECC/NECCPAC HQ staff and/or subordinate unit personnel or any incident requiring law enforcement intervention (this does not include routine traffic violations). Any incident or action involving NECC/NECCPAC forces or subordinate unit personnel that experienced a near miss that has community-wide and/or force-wide implications which requires immediate community wide notification. A near miss that meets this requirement is one that could have resulted in loss of life or asset.

7 CTG 86.5 Standing CCIRs Standing CCIRS
Any event involving death, serious injury, or serious illness to any personnel under AFP OPCON. All materiel casualties. Drastic changes in weather or sea conditions. Any man overboard, underway or pier side. Any discharge, destruction, or loss of any weapon or ammunition. Any environmental pollution. Any incidents involving AFP personnel which may cause public or press interest. Any compromise or suspected compromise of EKMS/CCI. The commencement and completion of scheduled events. Any ALERT condition change:  MOPP, THREATCON, FPCON, or any indications of significant and organized violent activities against relief workers and AFP personnel. Any grounding or collision of vehicles or patrol craft. Any loss of mission critical (or sensitive) items such as NVG gear, radar, communications gear, tactical vehicles, or material critical to the relief effort. Unannounced arrival of any distinguished visitors. Any changes in operational or relief tasking. Official message traffic or tasking specific to AFP CE.

8 Proposed CCIRs 1. CCIR- Any equipment degradation that will affect mission accomplishment 2. CCIR- Death or incapacitation of any assigned personnel 3. CCIR- Any change to mission or re-assignment of assets to other emergent tasking/events 4. CCIR- Any change to timeline of mission completion 5. CCIR- Any event involving assigned personnel that would have media interest 6. CCIR- Any changes to other agencies capabilities which could affect assigned unit employment 7. CCIR- Any weather/environmental conditions that could affect mission accomplishment and put assigned personnel at risk 8. CCIR- Any indication or warning of criminal threats that could affect assigned personnel 9. CCIR- Any negative shift in public perception of assigned forces 10. CCIR- Any direct requests for assistance to tasked units from local responders 11. CCIR- Any progress or change of status of body recovery efforts.

9 Situational CCIRs Situational CCIRS
Any incident involving AFP personnel that results in the death or injury to a civilian or in damages to civilian property. Indications of civil movements or disturbances that may result in adverse reactions or injury to deployed AFP personnel, or impact planned or ongoing operations Significant change in the ability of a unit to execute and sustain assigned missions. Loss of ability to communicate with, direct, or assess actions of superior or subordinate commands that would impair mission accomplishment – typically greater than one hour. Diminished quantity of supplies to the point it will affect humanitarian aid efforts.

10 CTG 86.5 Permission Items Performance of maintenance that will in any way cause degradation to the configuration or capabilities of equipment or the watch. All outgoing message traffic. Any change to previously published operational schedules or any major changes to element or team composition or equipage. Any movement of AFP forces outside of the identified infrastructure. Any changes in personnel standing supervisory watch stations after the watchbill has been approved. Changes to established and approved communications plan.
