RESOURCE MOBILIZATION FOR IMPLEMENTATION OF THE STRATEGIES Results for the period: Bilateral meetings with international development partners to promote the strategies and to develop new partnerships (for example China, Brazil, EU, Switzerland, USAID etc.) Opportunities, cooperation channels and next steps identified. Joint statements and presentations in the context of the consultative High-Level Mechanism on Cotton of the WTO’s DG. Strategies were presented to international partners as the development framework within which Aid for Trade initiatives for cotton should be developed for the subregions. Geneva- and Brussels-based delegations, with the support of C4, are using the regional strategies as a means to operationalize projects and to optimize work in relation Trade and Development pillar. The strategies have been positioned within the region’s social and economic development frameworks (PDDAA, PACECT). 3

RESOURCE MOBILIZATION FOR STRATEGY IMPLEMENTATION Results for the period (cont’d): Regional Focal Points (RFPs) have a better understanding of donors’ financing cycles and greater expertise in promotion/communication techniques to develop new relationships with partners. Concept notes, regional integration projects and donor reports have been developed. Support for the mobilization of funds available through R2 4

ADVOCACY FOR THE STRATEGIES Results for the period: Technical/methodological support for the development of national strategies for Cotton-to-Clothing Zimbabwe in collaboration with the Ministry of Industry and Commerce Cameroon in collaboration with the Ministry of Agriculture and Rural Development Côte d’Ivoire in the context of the Trade Support and Regional Integration Programme for Côte d’Ivoire (PACIR). National focal points have ben appointed in Cameroon, Chad, Burundi, RCA, RDC and Angola to support implementation of the regional strategy. MoZaZiMa member countries meet to shape policy and regulatory systems around key issues according to the recommendations of the regional Cotton-to-Clothing strategy and the MoZaZiMa cotton roadmap. COMESA RFP advocates for the sector at the Summit of Heads of State and with the Secretary General CEEAC’s strategy has been placed at the heart of the Regional Programme for Agricultural Investment and Food and Nutritional Security 5

IMPLEMENTATION MANAGEMENT CAPACITIES OF REGIONAL FOCAL POINTS (RFPs) Results for the period: Three Regional Focal Points (RFPs) have been made operational and have been reinforced in order to improve the overall framework of partner interventions related to the implementation of the programme and of regional strategies. The institutional network has been widened and RFPs benefit from greater visibility at both the regional and international levels. Strategic monitoring units for cotton have been put into place (CEEAC, UEMOA) in order to support information sharing, networking and collaboration. Improved exchange of information between diplomatic representatives in Geneva/Brussels and local stakeholders in Ouagadougou/Libreville/Lusaka. 6

IMPLEMENTATION MANAGEMENT CAPACITIES OF RFPs Results for the period: The CEEAC and UEMOA RFPs contribute to strategic monitoring units. Reinforced collective intelligence between the various cotton stakeholders. Improved capacity of RFPs to identify relevant sources of information, employ research tools, formalize a monitoring request leads to better overall monitoring and reinforces data protection. The private sector has been consulted and is sensitized to the importance of strategic and economic monitoring. Strategic monitoring units for cotton operationalized in CEEAC and UEMOA. 7
