1 Overview Continuous Improvement & Focus Monitoring

2 Paradigm Shift The monitoring process is moving from a culture of compliance to a culture of accountability based on improved outcomes for students with disabilities.

3 Where We Are… Increased emphasis on outcomes for kids Continuous Improvement Monitoring on a 5 year cycle Self assessment followed by SDE visit Options: No onsite visit, mini, targeted, full review Finalize “Plan for Improvement” Annual report on progress toward goals

4 Transitioning to… Refine self-assessment process on a 5 year cycle for “Continuous Improvement” – compliance piece Data focused onsite review by SDE team Select districts based on performance on critical indicator data – lowest 20% Randomly select a few districts for a data verification visit

5 District self-evaluation Select a representative team Examine performance goals & indicators Complete the self-inventory Develop draft plan for improving results Submit plan to SDE by April 16 th Ongoing Quality Improvement

6 At the SDE, at least 3 people independently rate the plan using scoring rubrics Together scores are compared and discussed Level of SDE on-site monitoring is determined Rating Improvement Plans

9 Team of 3-8 conduct onsite visit Remain onsite 3-5 days Comprehensive –Interview administrators, special ed teachers, general ed teachers, paras, parents, students, service providers –Check IEP files –Conduct classroom observations Help with improvement planning Full Review

10 Targeted Review Team includes members with expertise in areas of identified needs 1-3 day onsite visit Focuses on jointly identified areas of concern, i.e., secondary transition, behavior issues, autism, AT Review & validate the self assessment Assist with improvement planning

11 Team: 1 SDE & 1 Regional Consultant Time: Based on concerns, may be a day or two –Validate data –May visit exemplary program models –Validate the district self-evaluation Assist in improvement planning Mini Review

12 Regional Consultant will negotiate with the district any clarification or revisions needed to finalize the “Plan for Improving Results” No SDE team visit will occur SDE will visit districts based on need vs. based on cycle No Onsite Visit

13 Based on selected data indicators Participation in statewide assessments Performance on statewide assessments Exiting – graduation and dropout rates Districts’ data are reviewed by the SDE annually Districts with the greatest “opportunity for improvement” receive a visit from the SDE to develop strategies for improvement Data Focused Review

14 A few districts will be randomly selected to: Determine personnel understanding of the reporting definitions Determine if data are accurately reported Data Verification Visit

15 SDE provides annual district data report via website: www.sde.state.id.us/SpecialEd/DDR/ DDRAnalysis.asp Districts review data and make adjustments to Plan as needed to reach goals Regional consultants support districts Follow up
