Terminology Primary User (PU): –Licensed user –Has exclusive rights for the spectrum Secondary User (SU): –Unlicensed user –Opportunistically utilizes the white spaces –Has to vacate the spectrum band as soon as a PU appears –Also called cognitive user 15
