CEN - Context CEN BT – Technical Board decided with target date 2003-11-07 (BT N 6893; draft resolution BT C64/2003 issued 2003-09-26) to create a BT/WG on “Protection and Security of the Citizen” with the aim of  Ensuring co-ordination of standardization activities in this area,  Possibly preparing new standardization activities,  Ensuring the CEN response to queries from stakeholders, in particular the EC services. The Secretariat is provisionally entrusted to CMC.

Scope “ BTWG 161 will focus on needs for standards, standard-like documents, procedures, minimal codes of practice and similar recommendations, and review existing ones as necessary, in order to develop, harmonize, update or validate said documents within the following areas, in particular: è Organized Crime (prevention of and fight against OC) è Defense against Terrorism (prevention of and fight against ) è CBRN è Epidemics è Vulnerability of critical infrastructure è Natural Disaster è Other asymmetrical threats, such as border transgressions, unauthorized migrations, man-made disasters, etc..

Scope  BTWG 161 will follow as far as possible the ISO taxonomy.  In order to further progress the BTWG 161 work, subject-matter related expert groups shall be established to look at needs for standards and identify areas where additional effort is required, and report to BTWG 161. These expert groups will further define their own tasks according to their Terms of Reference.”
