INTRODUCTION TO LAW, PUBLIC SAFETY, CORRECTIONS AND SECURITY
3
Elements that disasters have in common: (1)Relatively unexpected, with little or no warning or opportunity to prepare. (2)Available personnel and emergency services may be overwhelmed initially by demands for their services. (3)Lives, health and the environment are in danger and at risk.
4
Preparation for: (1)Natural (e.g. earthquakes, wildfires, floods, extreme heat, hurricanes, landslides, thunderstorms, tornadoes, tsunamis, volcanic eruptions, winter storms) (2)Technological (e. g., hazardous material spill, nuclear power plant accident, dam/levee break) (3)Intentional (acts of terror using chemical, biological, radiological, nuclear, or explosive weapons, use of firearms or other weaponry, and computer hacking/ overtaking a network, infiltrating a company’s data files)
5
An EOP (The Emergency Operations Plan) is made for the community by disaster response workers. The report consists of: Assigned responsibilities Sets forth lines of authority Describes how people and property will be protected Identifies personnel, equipment, facilities, supplies, and other resources
6
Elements of disaster preparedness include: 1.Evaluating the situation quickly and to take effective actions to protect yourself 2.Having a disaster plan and practicing the plan with periodic practice drills 3.Assembling supplies in multiple locations 4.Getting involved by participating in training and volunteer programs
7
As a class, the following web sites should be viewed in order to get a good idea of disaster preparedness.
8
1.Assess the situation 2.Decide to stay (shelter) or change locations (evacuate) – this decision is very important! 3.Seek clean air and protect breathing passages 4.Protect yourself from debris and signal rescuers if trapped 5.Remove contaminates as quickly as possible. Keep chemicals away from each other. 6.Practice good hygiene
9
Communities should: 1.Test often and have working alarm sirens set up 2.Make the public aware of safe buildings & shelters 3.Have evacuation routes in place 4.All local radio and news stations should be devoted towards updating the situation within the community.
10
Communities should… 1.Have hazardous containment plans, procedures, and measures in place 2.Have working alert systems ready 3.Have evacuation plans communicated to the citizens 4.All local radio and news stations should be updating the public as needed
11
Communities should 1.Have working alarm and alert systems in place and activated 2.Have radio and news stations covering the act responsibly 3.If it is a technological attack, then other modes of technology (phones, cars, etc. should not be used) Intentional disasters are extremely hard to predict which causes preparation to be near impossible
