3 STRATEGIC PLAN The CGE is in its 4 th year of the Strategic Plan. The Vision, Mission and values have remained the same. The approved structure has been amended in that a moratorium is placed on vacant positions in Head Office due to a reduced budget. New Commissioners have been appointed since the inception of the strategic plan. An M&E approach is followed this year and a structure will be put in place to ensure governance.

4 CONSTITUTIONAL MANDATE & OBLIGATION Constitutional Mandate - S187(1) The Commission for gender equality must promote respect for gender equality and the protection, development and attainment of gender equality. Additional Powers and Functions prescribed by National legislation S11 (1) of the CGE Act 39 of 1996 (As amended) Monitor Investigate Research Educate Lobby Advise Parliament and report on issues concerning gender equality Monitor compliance to Regional & International Conventions

5 Constitutional Mandate & Obligation continued Promotion of Equality and Prevention of Unfair Discrimination Act 4 of 2000 (PEPUDA) Assist complainants in instituting proceedings in the Equality Court Conduct investigations and make recommendations regarding persistent contraventions of PEPUDA The Bill of Rights in the Constitution enshrines the rights of all people to the democratic values of human dignity, equality and freedom. The CGE’s obligation to strengthen constitutional democracy is the attainment of gender equality.

8 SECTION 6 COMMITTEES The Commission has further established one Section Six Committee that will focus on the following areas to inform programmes:-  Women’s Economic Empowerment  National gender machinery  Gender Equality and Health  Gender Based Violence  Culture, Religion and Tradition  Women’s substantive Equality

9 International Conventions, charters and Declarations informing the Commission’s Programmes Commitments made by the state to the implementation of CEDAW Monitoring of implementation of CEDAW by state department Producing monitoring reports which highlights achievements and challenges Sharing recommendations with the state on improving compliance with the convention by engaging with the Minister of Women Supporting the country in when reporting to the CEDAW Committee in 2015

10 International Conventions, charters and Declarations informing the Commission’s Programmes Commitments made by the state to the implementation of the Beijing Declaration Platform for Action and the Millennium Declarations and the MDGS Monitoring the compliance of the implementation of the Beijing Declaration and the Platform for Action with focus on the 12 Critical areas of Concern Monitoring compliance and tracking progress on the implementation of the MDGs Producing monitoring reports which indicates achievements and challenges Sharing recommendations with the state on improving compliance with the convention by engaging with the Minister of Women Supporting the country in when reporting to the CSW in 2016 Engaging with the post 2015 agenda which reflects on new development challenges- leading to the adoption of Sustainable Development Goals (SDGS)

11 South African Protocols informing the Commission’s Programmes Commitments made by the state to the implementation of the Maputo Protocol and the SADC Protocol on Gender and Development Monitoring the compliance of the implementation of the Maputo Protocol This is a new focus for the Commission and will be undertaken in 2015 Financial year Will be monitoring compliance and tracking progress on the implementation of the Maputo Protocol Tracking the implementation of the SADC Protocol. This will be undertaken in this financial Monitoring South Africa’s compliance to achieving gender equality by producing a status report on gender equality Producing a monitoring report on the status of gender equality in the country by implementing the Africa Gender and Development Index tool

12 The embedded impact of patriarchy on institutions, relations and behaviours Deepening inequality; poverty; lack of access to and ownership of land; unemployment and precarious employment. The persistence of Gender Based Violence, including on the basis of sexual orientation and HIV/AIDS Denial of reproductive and sexual health rights Increasing traditional, cultural and religious fundamentalism Decision-making power and substantive participation of women Empowerment and the economic empowerment of women Gender landscape influencing Commission’s programme

13 STRATEGIC OBJECTIVE 1: To ensure the creation and implementation of an enabling legislative framework that promotes the attainment of gender equality To monitor equality and evaluate the promotion of gender equality and relevant policies and practices of the public and private sector and report parliament To initiate and/or participate in the review of the legislative framework in all spheres of government that impact on gender equality To conduct performance assessments of political parties and the public and private sectors on the effective implementation of gender equality legislation policies and practices To evaluate the implementation and effectiveness of national justice facilities in addressing gender discrimination To convene policy dialogues with relevant policy makers at national and provincial level on recommendation s to promote gender equality contained in research reports and research activities

14 STRATEGIC BOBECTIVE 2 To protect and promote gender equality by engaging with relevant stakeholders to educate and raise awareness on issues of gender equality challenge patriarchal perceptions and stereotypes and take action against infringements of gender rights through the implementation of appropriate redress To timeously investigate complaints of violations of gender rights and identify appropriate re­ dress Initiate an investigation into systemic violations of gender rights and identify remedial action. To develop co- ordinated programme to promote gender equality To initiate interventions for the sustainable development and promotion of gender equality by addressing violations in the social cultural political economic security and human rights dimensions To collaborate with organs of state civil society and other institutions for the effective development protection promotion and attainment of gender equality

15 STRATEGIC OBJECTIVE 3: To monitor state compliance with regional and international conventions covenants and charters which have been acceded to or ratified by the Republic relating to the object of the Commission for Gender Equality. To conduct annual reviews and audits of state compliance with obligations under the conventions covenants and charters and to report on a regular basis to Parliament and the Office of the Speaker of Parliament To interact with and present reports to national regional and international bodies on state compliance with conventions covenants and charters acceded to or ratified make recommendations for improvements and monitor implementation

16 STRATEGIC OBJECTIVE 4: To build an effective efficient and sustainable institution that will fulfil its constitutional mandate on gender equality To maintain optimal governance and oversight structures and policies between Commissioners and the Secretariat To maintain the financial management strategy so that it promotes effective efficient and economic utilisation of resources as well as accountability To develop and maintain an IT infrastructure that supports and promotes the organisational objectives of the CGE To develop and implement comprehensive HR policies procedures and practices Review the communications strategy and policy that promotes and enhances a positive public image of the CGE

22 APP 2015/16 continued… To ensure a thorough review of communication strategy - develop a 3 year communication strategy Media releases linked to programmed work of CGE Opinion Pieces linked to programmed work of the CGE Development of fact sheets for all CGE programmes Manage media and communication partnerships Manage Communication Campaign – 4 comprehensive campaigns Lead a process to develop and maintain a national and provincial stakeholder database. Review branding strategy in line with the CGE Corporate Identity Manual Strategic objective 4

23 Funding CGE Funding remained at the same level for the previous 5 years. Only increases made were mainly for inflation adjustments and additional funding requests were not responded to in a positive way. For the financial year 2015/16, increases will not be made by the Fiscus, despite inflation, increased mandate and public expectation. Further to the latter, the budget for 2015/16 has been reduced by 4%. Current situation severely limits the CGE to deliver on its legislative mandate. Redress of gender violations and advancement of rights spans to grassroot levels, requiring interventions with multiple approaches. Budget not adequate to sufficiently address this.

24 Funding continued… Current ITC systems are technologically absolute and physically worn out and impede on business operations. Baseline budget does not adequately finance the strategic plan. Training for staff has been cut due to financial constraints. Moratorium placed on filling of positions at Head Office, which impedes on productivity. As a consequence of budget reduction of 4%, the CGE is forced to undertake austerity measures in the 2015/2016 financial year.
