Archdiocesan Council of San Antonio Community Assistance Program What services do we provide? Financial Assistance (rental and/or utility assistance) Community Referrals and Resources

The Mission & Goals The Mission In the spirit and works of St. Vincent de Paul and Blessed Frederic Ozanam offer person to person services with resources available to the Archdiocesan Council to sustain families in times of homelessness, family tragedy/ disaster, or hopelessness.

The Mission & Goals GOALS Provide financial aid to families referred by Conferences for rental and utility assistance with programs available to the Council. Develop referral services and other agency partners to assist families in difficult circumstances. Provide training, consultant services, and referral information to assist Conferences with the families they serve.

The Mission & Goals GOALS Assist in developing programs of grant applications or other donor solicitations. Provide timely reports to grantors, donors, and the Board of Directors. Research developments, suggested improvements and innovations in family assistance programs. Perform evaluations as required.

Let’s Begin with some Definitions Referral Process New- Referrals submitted by SVDP Conferences Do accept outside referral? If so how do they compare tn numbers and funds to what the Conferences receive? Progress- Initial Contact made, Case pending a returned call, appointment scheduled Pending- Applicant interviewed for assistance, pending return of missing documents, waiting for check request to be signed by Approved- 100% of ALL supporting documents received, check request completed and payment mailed to vendor Completed – 90 day follow has been completed, no further assistance needed.

Let’s Begin with some Definitions Referral Process Cancelled – Client no longer in need of assistance, individual has not returned phone messages, client no show for scheduled appointments, individual has not returned missing documentation. Denied- Client is over allowable income, proposed unit does not meet habitability standards, proposed unit does meet FMR (fair market rate), household has received assistance within the active fiscal year. ( In cases of denial applicant is encouraged to contact the SVdP Conference for further assistance.)

Once referrals are received….. Calls are made in order to screen potential clients.. Appointments are scheduled to complete paperwork If an applicant is applying for utility assistance, and 100% of the supporting documents have been received a pledge will be made to the appropriate utility company. Payment will be disbursed within in 5-7 days. If utilities are paid directly to the apartment complex or landlord, then a utility vendor agreement must been signed and returned to SVdP.

Continued. If an applicant is applying for rental assistance then the following must by completed before remitting payment as per ESG program Interim rule at 24 CFR 576.106 (d): Proposed unit must meet Fair Market Rate (gross rent and utility allowance combined, must be under the FY 2015 San Antonio-New Braunfels FMR for all bedroom sizes) Three Comparable for similar units Habitability inspection (proposed unit must meet HUD habitability standards) Landlord/Property Manager must sign a rental assistance agreement and acceptance letter. Check request submitted for payment

The agencies can assist with …… SAMMinistries Rapid Rehousing program- can provide security deposit assistance and three months of rental assistance for those individuals that meet categories one and four of HUD definition of homelessness (literally homeless, and victims of domestic violence.) SAMMinistries- TDHCA Prevention program- can provide up to three months of rental assistance for individuals/families that are at risk of becoming homeless and who's income is below 30% AMI. The proposed unit must also meet HUD FMR (fair market rent).

The agencies can assist with …… City of San Antonio, DHS- Can provide utility, rental, prescription, medical care equipment, personal care assistance for qualified individuals. (please see family assistance centers service matrix) Bexar County Community Resources, - Can provide Tenant Bases Rental Assistance for 12months to individual/families enrolled in a self sufficiency program. Christian Assistance Ministry-can provide assistance with individuals that are in need of identification or birth certificate(s).

How have the agencies assisted? SAMMinistries – has provided an estimated $50,000.00 in rental assistance to over 20 of our Brother’s and Sister’s in need. AACOG-has provided transportation assistance and provided a refrigerator to a senior in need. City of San Antonio, Department of Human Services- has provided rental assistance and prescription assistance to 6 of our Brothers and Sister’s in need.

How have we done? 575 of our Brothers and Sisters have received rental and/or utility assistance, that would have otherwise been homeless. 77% of our Brothers and Sisters that have received assistance are still housed. AND
