City of Corvallis, Oregon The City GIS – Background/History Key Decisions Software – what, where, why Projects Engineering and GIS
4
City of Corvallis Population: 52,950 Area: 13.99 square miles Budget: $68.6M Operating $34.9M Capital GIS Staff: 3 FTE (Coordinator, 2 Analysts) 0.5 FTE Manager OSU Intern Program

2000 GISMO use expands 2001 ESRI – Special Achievement in GIS Award 2002 Field data collection ArcPAD and iPAQ’s 2003 ICMA Grant - Playground Inventory IMMS 2003 Natural Features Inventory Project (NFI) 2006ArcIMS/MapServer Projects Administrative tool NFI City of Corvallis - Geographic Information System Brief History
6
Key Decisions Initial Software Public Access to data. Never “marketed” GIS Quality of data – accuracy builds confidence Build on small steps and successes New software – can be the needed key, or suicide Data stewardship concept. Builds ownership Organizational focused GIS vs. departmental Build a broad base of support for the system Training and ongoing support are imperative Automation of routine processes is critical! City of Corvallis - Geographic Information System
7
Software ESRI software products - regional ‘de facto’ standard Different software for different needs and purposes ArcINFO Professional GIS creation and maintenance of GIS (GIS staff) ArcViewUser software for analysis and custom map creation capabilities and/or data stewards GISMO Custom City software for viewing, query, standard reports, mailing labels, simple maps Arc Explorer Free User software. ArcPAD Field data entry and maintenance ArcIMS Intranet and Internet mapping services City of Corvallis - Geographic Information System
8
Software Legacy ArcView: GIS data creation and maintenance, custom solutions Example - ArcView application for address maintenance City of Corvallis - Geographic Information System
9
GISMO Custom Corvallis software 1999 PW with consultant (GeoNorth) Visual Basic and Map Objects Over 160 users - desk and mobile installs PW’s maintenance management software ‘Common portal’ to programs, departments, sources, etc. Links data to geographic location eg. scanned documents License cost minimal (< $90 each install) Easy to use – little training City of Corvallis - Geographic Information System
10
GISMO Designed for PW Expanded through the organization -- Planning, Development, Fire, Police, Dispatch, City Managers Office, Park & Recreation City of Corvallis - Geographic Information System
11
Public Works Department GIS integrated into work processes
12
Fire Department Mobile Mapping Nine current laptop computers on first out apparatus 4 engines 1 truck 1 command vehicle 3 ambulances
13
ArcPAD Street Division for sign inventory Project failed three prior software tests Partial inventory estimated > a year Completed all in less than 4 months Very successful! City of Corvallis - Geographic Information System
14
ArcPAD Why is this software/hardware combination successful? No keyboard required Easy and simple to use Flexible - crew changes are easy and quick Portability – fits in a pocket Direct link to GIS - shapefile editing Crew’s work easier and more efficient Vast array of iPAQ add-on accessories City of Corvallis - Geographic Information System
15
ArcPAD Field data collection key component in Data Cycle Provides a tool for field personnel to manage systems Faster turn around time GISMO GIS City of Corvallis - Geographic Information System
16
ArcPAD ICMA Grant Project Playground Inventory & Maintenance Management Expand technology to low-tech department Streamline regular reporting and management efforts Add significant GIS features into system Low (and decreasing) budgets Eager staff - desire to improve service Partnership with Oregon State University CS 461-462 student team City of Corvallis - Geographic Information System
17
Natural Features Inventory City of Corvallis - Geographic Information System Two year project Scientific inventory of natural features Mandated by state land use law Expand GIS into public policy decision arena GIS á la ‘cart’ – powered HUGE datasets Inter-disciplinary effort – Planners, Engineers, Foresters, GIS Hugely successful Analysis strengths demonstrated
18
Why use GIS? Geographic or location base to most city information and services (FGDC study 80% gov’t data location based). Better information and analysis tools for decision making and communicating. Same information to everyone not different versions, dates. Public access to information History of changes (Measure 37) Dynamic resource information increasing, improving Data + Mapping production of custom maps -- Better Customer Service! City of Corvallis - Geographic Information System
