7 What is the SSQ? Standardized Safety Questionnaire (SSQ)
140 – 160 standardized questions Ability to add Operator specific questions Scoring for different Business Units, locations, service lines, etc. Easily score, evaluate, and rank, your contractors 20 years ago we got 10 Operators and 10 Large Contractors together to create the first online Standardized Safety Questionnaire (SSQ) to cut down on duplicate paper questionnaires. The two groups formed an Operator Development Team (ODT) and Contractor Development Team (CDT) The ODT and CDT meet every year to ensure that the appropriate questions are added/subtracted based on industry needs while also easing the workload on the contractors that are required to fill it out. Our questionnaire asks Contractors to answer questions that apply to the services they provide. We are not going to ask a transportation company to answer questions about their Confined Space program if they do not provide that service. Each operators has the ability to add company specific questions that may not be covered in the Standardized Questionnaire along with being able to breakout and score contractors in specific categories based on risk. The customization for you comes with Operator specific questions , scoring and rankings Your Contractors can be divided into multiple categories, like Business units, all with customizable scoring

8 What is the SSQ? Over 15,000+ contractors complete the SSQ for at least one Operator Typically, 70% of a new client’s contractor list is already in the system Each contractor updates their SSQ quarterly Contractor’s OSHA/EMR documentation, policies, safety manuals, etc. can be uploaded, viewed, archived for 6 years Implementation into our CMS is easy considering 70% of your contractors are already in our database which eases process of onboarding your contactors so you can begin managing them quickly. We started as a small contractor so we understand the work it takes to meet these requirements form their perspective. We understand that some small contractors might not be tech savvy. They can print and mail their SSQ to us and we will input the info for them. A snap shot of the questionnaire and uploaded documents are taken at the end of each month and archived for 6 years. They are viewable by both the Contractor and Operator Quarterly updates and document archiving gives you and your contractor peace of mind because important safety information will be saved no matter what mother nature may blow your way. PEC’s customer support reps ensure that all contractors update their questionnaires on a quarterly basis so that our customers are evaluating up to date information and statistics. If you send us a list of current Contractors we will provide you with a Comparison report to show how many of them are currently in our system

10 Contractor Dashboard Once you’ve searched and found a contractor, you will be directed to their homepage that consist of a dashboard, links to their questionnaire and training tracker as well as icons that represents subscriptions and verifications that have been performed by PEC The Dashboard is customizable and linked to the scoring and ranking We do offer 100 point scoring system based on Industry Best Practices that can be used as a baseline. Scoring and rankings are all customizable. You can customize your dashboard view to show “Show Stoppers” or any other variables you are trying to analyze during the prequalification process PEC wants to make our system easy for your field personnel to verify the contractor’s status. Users can be set up with different levels of permissions.

11 Verified All info uploaded by Contractors will be archived for a minimum of 6 years OSHA 300 & 300A logs EMR documentation Certificate of Insurance Fines and Citations Training per employee As we all know the information in our system as well as the information in all other systems is only as good and accurate as the individual filing it out. PEC will verify the listed information for each of your contractors once its uploaded into our system As I said before all of this information is archived for at least 6 years Our Training Tracker, which we will talk more in-depth later in this presentation, will track all training including PEC, in-house and 3rd party for each employee. Other Contractor Management Systems can only track whether or not the contracting company has utilized the training as an organization. Not whether or not each individual employee is trained properly. Training is archived FOREVER in our Training Tracker.

12 Verified Face to Face SSQ Verification
PEC sends verifier to contractor’s location Review of company’s safety policy and procedures Verify if answers and documents in SSQ are accurate Review recent training records OSHA logs and EMR information for the past 3 years are evaluated Face 2 Face Verifications are an additional service that we are able to offer that no one else can. By utilizing our professional training network of individuals across the country, we can go out and provide a Face to Face verification of your contractors information in our system. A recent study showed that 84% of the contractors in our system have a hundred employees or less, which means that they probably do not have a full time HSE staff. We can provide a local resource and while on site, we verify that what is in the SSQ is accurate. Any changes or deficiencies are reported to the Contractor and Operator along with a corrective action plan. Once the Verification is completed an icon will be placed on the Contactor homepage for all parties to be notified of the verification

13 Insurance Verified PEC partnered with ICA to provide human support for insurance verification Contractor will be notified by an ICA rep of deficiencies and offered support to correct and re-submit documentation. All of this documentation will be stored in SSQ and viewable on PEC Contractor dashboard. As a company we thought long and hard about whether or not we were going to begin verifying insurance certificates. Through countless horror stories, we knew that the current process offered by other services was very cumbersome for the Contractors When we decided to move forward with the insurance process we chose to use real live humans to verify, not software In order to provide this service to the Operator without creating headaches within the Contractor workforce we partnered with ICA (Insurance Certificate Administrators) out of Dallas. They have been providing this service to our industry for 20 years and are experts at oil and gas insurance and MSA’s This verification process is seamless to your contractors and if there are any deficiencies they will hear from a live person to help them through the compliance process. You and your Contractor will only have to interface with PEC’s system Verification of insurance is posted in dashboard on Contractor homepage and is archived for 6 years once verified

15 SafeLandUSA Students SafeLandUSA is recognized as the preferred orientation for the Onshore Oil & Gas Industry and continues to increase yearly. Over 60 Operators either accept and/or require As you can see SafeLand’s growth has been steady and now most all Operators accept and/or require it of any personnel entering the site of work. The SafeLand Advisory Group is made up of small and large Operators that have accredited 3 organizations to administer this program. Those organizations are PEC, IADC and ETC.

All Onshore Oil & Gas Contractors On average onshore oil & gas contractors that use SafeLandUSA have a 1.57 TRIR and contractors that do not use SafeLandUSA have an average TRIR of 3.31. As you can see the larger Contractors perform better but still see an improvement when utilizing Safeland.

19 Acquiring SafeLandUSA
PEC Safety Offers Three Ways to Acquire SafeLandUSA Find a PEC authorized trainer in your area Become an authorized PEC trainer Have your in-house safety orientation accredited Find a PEC authorized trainer in your area: PEC has hundreds of authorized professional trainers around the country that can supply your company with SafeLandUSA. To find a trainer in your area, simply go to and select your state. All PEC authorized trainers and facilities are audited to make sure they meet PEC’s and SafeLandUSA requirements and all training is consistent across the country. Become an authorized PEC trainer: For companies that have an in house trainer, PEC offers a train the trainer in our PEC Basic (8 hour) and PEC Core Compliance (24 hour). Both courses are accredited by SafeLandUSA. This option allows you to train on your schedule and at your own facility. For more information about PEC’s Train the Trainer, visit 3. Have your in-house safety orientation accredited: As an accrediting organization, PEC has the ability to accredit your existing safety orientation as SafeLandUSA.

20 Standardized Orientation
PEC Basic Orientation PEC Basic is a SafeLandUSA accredited course 1 day class PEC enters student data into Training Tracker PEC QC’s test and prints permanent cards Each student leaves class with a Temporary card Our PEC Basic Orientation is approved by both the SafeLandUSA and SafeGulf Advisory Groups. Conducting nearly 80% of all Orientation Training, PEC is one of 3 accrediting organizations for SafeLandUSA and SafeGulf. The SafeLandUSA advisory group chose PEC’s database to house all SafeLandUSA training records from PEC, IADC and ETC. PEC Basic Orientation meets OSHA Tier 1 orientation and OSHA chose to forego developing an Oil and Gas specific 10 hour course Each student leaves with a temporary card and their training is entered by PEC into the database that is used to house and verify all these credentials. PEC then mails out a permanent picture ID with barcode that can be swiped and/or scanned to access training tracker. If student looses or forgets his/her card the training is viewable via computer or smart phone on

21 Standardized Badging Training Tracker allows Contractor to create customized badges: Company logo Employee photo/ID PEC number Completed training listed on the back Customizable to include in-house and 3rd party training Do you currently have a way to track the contracted workforce that are entering your sites on a daily basis? How about their subs? And the subs of your subs? Right…. there is no good way of doing that unless you create a badging system within your contractor workforce. By requiring any personnel entering your site to have a minimum of SafeLand and/or SafeGulf you are beginning the creation of a badging system within your contractor workforce that is verifiable 24/7 365 via the internet using a computer or smart phone. Contractors can upload all in-house and 3rd party training into the training tracker and print cards showing all training received for their employees before they enter your site. Each student has a unique PEC number and their training is archived for the contractor.

PEC Core Compliance Meets SafeLandUSA requirement 24 hour 3-day course that can be divided 1 day yearly refresher Meets 85% of TRAV requirements Exceeds Awareness level and meets Training requirements As effective as the SafeLand/SafeGulf Orientation is, PEC can provide you and your contractors with training that is above the awareness level. PEC Core meets OSHA yearly training requirements. It’s a 3 day course that does not have to be taught three consecutive days and must be refreshed annually. This course is also approved by SafeLand and SafeGulf Advisory Groups

23 Training Tracker Employee training records and certificates of completion can be uploaded into PEC’s Advanced Training Tracker PEC offers a Training Tracker to house all contractor employees training records and certificates Enter training records for specific personnel to arrive on Operator location Upload training certificates and documentation to verify training PEC’s online Training Tracker helps Contractors and Operators track and verify an individual employee's training and refreshers. Our Training Tracker is unique in that training is tracked at an employee level and all students that have received SafeLand and/or SafeGulf are automatically entered into PEC database by PEC once training is validated. Our competitors track whether or not a company has utilized the training in the past. It does not track or verify whether or not the guy about to get in a hole is properly trained to do so. If an employee quits or gets fired they can be moved to inactive but all training history is still viewable

This will be a joint meeting with PEC and your company representatives present to explain our relationship, the new requirements, roll out, timeframe, contact information and how to sign up and begin the process with PEC. It also gives us an opportunity to have our regional employees meet your contractors at the local level and offer them support throughout this process. The reason we conduct these meetings is we want to make your contractors successful in meeting your compliance requirements and it gives you a chance to roll out additional information, if needed.

Insurance verification is included in this bundle price Contractor only pays PEC once a year for Document Upload and Training Tracker no matter how many Operators they work for in our system. The far left column is the number of employees, the blue number is the PEC yearly fee associated with that contractor. The orange number is the fee that our largest competitor charges the same contractor. As you can see we really have worked hard to keep the charge to the contractor minimal as compared to our competitors.
