Background Cooperation between authorities in relation to the overall safety management of maritime oil transports in Finland has been coincidental and guided by accidents or concern (Dufva et al., 2010, Metku project) → Need to develop and extend intersectoral, multi- professional cooperation and transmission of information between authorities, to prevent new hazards and to make preventive activities more effective – Internal Security Programme (2008) of the Ministry of the Interior
