PURPOSE The need to provide highest level of customer service Limousine users expect superior service Limousine operators deal with repeat clientele and their business depends on client satisfaction Proximity of the 3 counties Need to curb illegal operations

ORDINANCE Pre-arranged round trip fare 1- Operator must be properly licensed in county of origin 2- Transportation to and from a different county with reciprocity agreement 3- Operator may not operate within a county unless properly licensed

Ordinance Pre-arranged one-way fare 1-Properly licensed operator from another county may pick up a passenger at MIA or the Miami-Dade Seaport and transport passenger directly to the limousine’s county of origin 2- Operator must meet airport and seaport requirements

Operators Advantages: 1- Ability to transport clients to and from neighboring counties 2- Ability to transport clients to and from neighboring airports and seaports

Operators Disadvantages: 1- Counties have different regulations 2- Operators tend to get licensed in counties with least restrictive regulations 3- Lack of enforcement would lead to unfair competition

Airport Benefits 1- Offers our patrons the ability to utilize their preferred provider from their county of origin 2- Curtails illegal airport operations by allowing properly licensed operators to obtain MIA permit

Airport Challenges 1- Must address the varying regulations from different counties 2- Reciprocity agreement only pertains to tri-county area but MIA issues permit to operators outside of these 3 counties 3- Requirements in other Florida counties can be very lenient as compared to tri- county area (or non-existent)
