3 Introduction The Criminal Justice System Integration Project in St. Louis County is creating an integrated criminal justice information system (NEMESIS) that will provide information across agency and jurisdictional boundaries.

4 What is CriMNet’s Goal? The common goal of integration: To put the right information in the hands of the right people, in the right place, at the right time.

5 Subscribing Agencies - Concept To provide regional subscribers with shared host based systems and use the existing state Criminal Justice Data Network as the transport method.

6 Primary Objectives of Integration Elimination of duplicate data entry Access to information that is not otherwise available Timely sharing of critical data

7 Functional Components of Integration Interagency integration, whether horizontal or vertical, generally refers to the ability to access and share critical information at key decision points throughout the justice process.

9 What is the Value? Improve public safety/security. Much improved vertical and horizontal information sharing. Significant improvement in relations with neighbors and State. Better systems at lower price than doing them alone. Helped us all think outside the box and our jurisdiction boundaries.

12 Subscribers - Attorneys Carlton, Koochiching, Lake and Cook Counties, Cities of Duluth and Hermantown have already signed agreements to subscribe to the DAMION PROSECUTOR - Attorney Case Management System. St. Louis County is a long-time user of the DAMION system.

13 NEMESIS Initiatives CriMNet planning grant: –Requirements analysis –Technical design of law enforcement record management system (SHIELD) CriMNet implementation Grant: –Full development and implementation of SHIELD –Horizontal and vertical interfaces with conversion of data and training necessary to be in full production Implementation of DAMION Prosecution System in Five- County Region (Locally funded): Implementation of Jail Management System on subscriber basis in five-county region fully funded by St. Louis County

14 NEXT STEPS TURNKEY - An Offender Management/ Jail Management System that could be used in all five counties. Planned deployment in in 2005. CAD – A new Computer Aided Dispatch system that could be used in all five counties. We are currently seeking funding. Citation and warrants interfaces between MNCIS, SHIELD, DAMION and Police squads.

15 CriMNet Implementation Grant Deadline – April 30, 2004 Critical that MNCIS related work be accomplished by both vendor and MNCIS to avail ourselves of this opportunity.
