2 So, what’s an e-FOR 3 T? e-FOR 3 T is an enterprise level disaster recovery facility offering an alternative, voluntary solution for business continuity & disaster recovery practices. In other words, it’s a place for State Agencies to put their computer stuff so they’re prepared to survive if their main computer stuff becomes unavailable.

3 Mission & Description e-FOR 3 T is an enterprise level disaster recovery facility offering an alternative, voluntary solution for business continuity/disaster recovery practices. It provides all participating member agencies with a secure, professionally managed facility including space, power & connectivity to operate their information technology equipment. Enterprise Solution -- Uniform application of best practices for operational recovery, readiness & response Facility Infrastructure Components -- 12,167 sq ft facility including space, power & connectivity (see Facility Services Overview) Funding Strategy -- Colorado Department of State utilizing its cash funds to maintain those portions of the disaster recovery infrastructure that are common in facility infrastructure & operations Participating Member Agency Flexibility -- Allows participating member agencies the flexibility to architect their required recovery solutions All State of Colorado Government Entities Invited -- Participation is voluntary for any State of Colorado government entities

4 Facility Services Overview Data Center Space6,549 sq ft raised floor Individually locking cabinets Private cages as required Office Space & NOC 5,618 sq ft fully furnished including NOC with workstations, desks, phones, LAN/WAN connections, etc. Security24x7 magnetic card key access with secondary pin code Digital motion-activated security cameras & intercoms PowerFacility power, delivery, infrastructure for up to 120 watts/sq ft UPS systems & 2 meg generator CoolingHVAC service to support requirements Anti-static raised floor with cooled air delivery Fire Detection & Suppression Certified incipient smoke detection (VESDA) Dual-interlock pre-action dry pipe sprinkler system

5 Facility Services Overview Telecom & Network Support MNT Network services provided on dual path system with redundant IP router & LAN switches 20 remote access internet accounts with static IP addresses for each participating member agency (10 DSL & 10 dial up) Remote hands services allowing State to use facility personnel to perform basic tasks as instructed by State engineers Insurance coverage for State assets MNT network failover to redundant IP network Private Network Transit (PNT) via backbone connection between Denver & alternate site Migration & Transition Support Staffing & resources for physical migration Documented processes & procedures Relocation & standup of state agency hardware Review post-transition analysis internally & externally Off-site tape vaulting

6 Why is it Different? Public/Private Partnership –Leveraging private collocation expertise to meet public need Lease Agreement, not Services Agreement –Lease for “space plus” – data center facility, basic network & 24x7 care and feeding –MOU required prior to occupancy/use Shared Governance –“Light hand on the tiller” from managing agency –First come, first served; based on agency’s perceptions of their individual needs and their capabilities Funding Model –Basic lease payments made by managing agency
