2 Budget Revenues 5.5% less than budgeted and projected to decrease an additional 2% in FY 2009 January 14, 2008 – hiring freeze (except Special Districts) March 11, 2008 – capital purchasing freeze (except Special Districts) FY 2008 – 5% reduction in MCDOT administration budget May 21, 2008 – BOS approves tentative budget including 2.5% pay for performance. None of the reductions resulted in a reduction-in-force to any of the Public Works departments.

3 QWEST Prior Rights Maricopa County Superior Court finding that QWEST has prior rights Chandler filed their appeal brief on March 6 Maricopa County files Amicus Curiae Brief and Request for Leave to Participate in Oral Argument on April 16.

4 MC 85 HELP Loan Basics Highway Expansion and Extension Loan (HELP) Program, an ADOT Infrastructure Bank Low Interest (currently 3.0 to 3.5 percent); up to 5 yrs. Request is for up to $25,683,000 Purposes of HELP Loan Request are: –Cash flow assistance now; cost savings over time –Early MC85 ROW acquisition (for 107 th to 75 th Ave.) –Acceleration of MC85 (91 st to 75 th Ave. along with 107 th to 91st) State Transportation Board approves Request on March 21
