1 The cultural and artistic policy in the french urban tramway: examples of Valenciennes and Nice

2 National context : the 1% Artistique Policy
Principle: 1% of the global budget of a public project is dedicated to the realisation of a public artwork specially designed for the place where it will be placed It is compulsory for the french State departments and for local administrations It is compulsory for all new publics buildings (townhall , high school , university….)

3 First national law : 1936. Then 1951. Last one was in 1981
It is aiming at promoting local and international artists thanks to public project. It also means to make the general audience able to see art in the public space This doesn’t concern new tramway lines. However, it has become a tradition and all new french tramway lines respect it

5 The cultural policy of the SITURV
The launching of the first line of tramway has been accompanied by a deep urban regeneration of the city center. Beyond this urban renewal , a art policy has been launched by the SITURV.   Goal of the SITURV: offer art in the streets to everyone (citizens and passengers of the transport network) 5 artworks , from local emblematic artists have been placed along the tramway path Theses implantations and orientations have been planified at the origine of the project in order to integrate them in the best way possible in the city

11 Thanks to his policy of urban regeneration and artistic renewal the SITURV was granted the Janus of the CITY by the Institut Français du Design in It is a way to congratulate the Siturv for its global tramway Project . This Janus is for local admistrations which are making art easy to see by the population

12 The example of Nice

13 Nice is one of the most famous touristic city in France.
The new urban tramway was launched in november 2007 It is the most significant example of the implementation of this cultural policy : - 216 permanent artworks along the line. - most important artworks public order until now - Municipality wanted to create a real outdoor museum and offer a new guided tour for tourists - Almost 20% of the global budget

14 International competition was lauched in 2005 by the City of Nice
208 artistes participated and eventually 15 were shortlisted by an international jury made of art and urbanism experts each artist got a part of the line where he could express his artistic work

15 Some of the artworks have been reproduced several times in the city: the seven statues de Jaume Plensa, the 76 paintworks of Ben… The 21 stations are decorated

17 Lots of the piece of art are quite monumental like the 8 huge paintworks on the social housings in the popular part of the town

19 Most of this artwork are liminous and are enlighted at night time

20 This serie of artworks has even become a new tourisitic tour of Nice intitled «L’Art dans la ville». This is a tramway tour. 8 euros every Friday night in order to enjoy of the enlightment of the artworks
