1 Starting Planning for the 2010 Policy Key Issues Notes for the TAC Executive Committee April 8, 2009 Phil Hattis, AIAA VP for Public Policy

2 2009 Congressional Visits Day Notes Attendance was way up from 2008 (160 in 09 vs. 112 in 08) The Member Participation Program (MPP) was well subscribed (52) Technical Committee/Program Committee (TC/PC) participation was limited · Only the Life and Physical Sciences TCs came as an organized team (6) · Seven other attendees identified themselves as TC members (one each from from 7 different TCs) · All 13 self-identified TC attendees used the MPP subsidy · More TC/PC participation could help the 2010 CVD to exceed 200 participants Dates for CVD 2010 are still to be finalized, but March 16-17 is currently being considered

3 2009 Key Issues: Objectives and Guidelines Develop Key Issues (KIs) of primary importance to our members · Need TC/PC and Region/Section ideas Include issues reflecting the key strategic plan policy initiatives Avoid narrow issues addressing specific local or corporate concerns Reflect a consensus of the entire Institute · TAC and PPC members will work together to screen the ideas Aim for fewer than 10 KIs on the final 2010 list · 2009 had 13 KIs because of late addition of the strategic plan policy initiatives This was too much to cover in individual congressional office visits Back up each KI with a more detailed information paper · Was successfully done in 2009 but: Most were first submitted too close to CVD to allow much editorial improvement The paper format guidelines may be updated based on comments received at CVD More TAC participation is wanted in the preparation of 2010 papers

4 2009 Key Issues: Development Timeline (p. 1) April · PPC starts to solicit input for KIs - Includes invitation to TAC · TAC extends call for KI inputs to TCs and PCs June · TC/PCs submit summary of proposed issues to TAC July · TAC Directors review input received from TCs/PCs and vet the issues in an applicable TAC venue · TAC forwards screened and prioritized submissions to PPC for consideration · AIAA staff disseminate TAC submissions among appropriate PPC subcommittees August · PPC subcommittees begin KI vetting process (including Section/Region inputs) · Top-ranked issues are selected (with TAC liaison participation) · Authors of selected KIs are contacted for supporting documentation

5 2009 Key Issues: Development Timeline (p. 2) September · PPC subcommittees formalize recommended KIs proposal · PPC approves selected issues list · Subcommittees (with TAC liaisons) start working with Selected KI authors to write formal issue statements (allowing for review and edit cycles) November · PPC subcommittees approve formal issue statements (with TAC liaison participation) · PPC approves language, or sends back proposals with revision instructions December · PPC-approved 2009 KI list sent to AIAA Board of Directors (BoD) January · BoD votes on slate of KIs at Winter Board meeting · Information papers are drafted for BoD-approved KIs (TAC participation is wanted)
