NSF Grant Presentation Advanced Networking Satellite Extension Program Janet Poley, President, ADEC
2
It’s About Place & Money n Rural - Remote n Distance and Distance Education n Concentration of Poverty n Lives Can’t Be Improved by Bandwidth Alone n It’s Useless of You Can’t Get and/or You Can’t Use It
3
The Digital Divide n Falling through the Net n Have Nots are Growing Over Time
4
Heterick Comments on DD n “We should worry about the unhappily slow roll-out and high cost of high speed digital connectivity. To produce really compelling learning applications, we will most often require megabit access. “
5
The Real Digital Divide n “At the current roll-out rate of our phone companies’ digital subscriber line technology and the cable companies symmetrical broadband services, we will be severely limited in what we can design in the way of new learning environments for quite some time to come.”
6
ADEC Vision No More Back Roads n Reach into communities less than 25,000 n HBCUs, Tribal Colleges, Hispanic Serving n Developing Countries
7
Who Do Most of Underserved Schemes Really Serve? n Not the “distant” n Not the place bound n Not the less educated n Not the educators n Not the national interest n Not universal in service
8
Pretty Good Internet n DSL n Satellite Wireless n LMDS n Radio wireless n Protocols
9
Improving Access and Applications n Bandwidth offers “realism” with instructional potential for more concrete and complex symbols and visuals n Bandwidth offers “voice” and affect n Two-way offers active engagement and adaptation to learners n Synchronous offers immediacy and responsiveness
10
The Center & Periphery n Geography n Economics n Culture n Demographics n Technology n Community
11
Partners n National Science Foundation n ADEC Members (Nebraska, Washington State, North Carolina State, California, Maryland, Illinois) n San Diego NAP/CAIDA n Internet 2 –Abilene, vBNS+ n Educause n Tachyon
12
Project Goals n Explore and evaluate hybred networks, including satellite technology and wireless solutions for underserved audiences; and n Explore and evaluate the deployment of research and education applications in a variety of institutional and community settings
13
Research objectives include: n Studying the technology: requirements for satellite based IP network, QOS for last mile, network performance measurements, protocols etc. n Defining the agenda for teaching/learning applications n Appropriate Business Models- cost/benefit
