4What’s your next move?™ | Manual Inspection: IN CAB Allows Officer / Inspector into cab Driver Enter Cab and View EOBR Enforcement Review & Certify HOS status Set EOBR to Manual Inspection Screen Driver Reviews RODs on screen Either graph or summary Enforcement
5
5What’s your next move?™ | Visual Inspection: IN CAB Technology Required By Carrier / DriverBy Enforcement EOBR with display screennone. Unless Enforcement opts to use digital camera to record image of eROD screen(s).* *retention limit concerns Specific Considerations By Carrier / DriverBy Enforcement Driver PrivacyOfficer Safety Would need ability to take picture of display if a copy of RODs is needed for Inspection off of truck or retention. BenefitsRisks 1. Authenticated record from approved vendor1. Officer Safety: Must enter cab of truck 2. Accuracy by use of technology2. No physical copy of RODs for Enforcement for inspection or retention 3. No additional cost to Carrier / Manufacturer3. If only option available – very likely that fewer inspections will be done 4. Consistency across vendors shortens learning curve for drivers and enforcement
6
6What’s your next move?™ | Manual Inspection: OUT OF CAB Review & Certify HOS status Remove from dash mounted location (if fixed mounted) Set EOBR to Manual Inspection Screen Give EOBR to Officer / Inspector Driver Reviews RODs on screen Either graph or summary Returns EOBR to driver Enforcement
7
7What’s your next move?™ | Visual Inspection: OUT OF CAB Technology Required By Carrier / DriverBy Enforcement EOBR with display screennone. Unless Enforcement opts to use digital camera to record image of eROD screen(s).* *retention limit concerns Specific Considerations By Carrier / DriverBy Enforcement Existing EOBRs may require longer cable be added May not address all concerns with Officer Safety Would need ability to take picture of display if a copy of RODs is needed for Inspection off of truck or retention. BenefitsRisks 1. Authenticated record from approved vendor1. Officer Safety: Still not able to perform inspection from inside their vehicle or inspection station. 2. Accuracy by use of technology2. Enforcement concerned with liability for damage when handling device. 3. No additional cost to Carrier / Manufacturer3. Some cables may not be long enough - Longer cables present risk of driver injury from tripping 4. Consistency across vendors shortens learning curve for drivers and enforcement 4. No physical copy of RODs for Enforcement for inspection or retention 5. Enforcement does NOT have to enter the cab of truck 5. If Enforcement takes picture of screen, concern with retention issues would have to be addressed.

8What’s your next move?™ | Manual Inspection: Printer On EOBR / In Truck Review & Certify HOS status Prints copy of RODs from EOBR Driver Receives printed copy of RODs from driver Enforcement
9
9What’s your next move?™ | Manual Inspection: Printer On EOBR / In Truck Technology Required By Carrier / DriverBy Enforcement EOBR/AOBR includes integrated printer (Typically do not have a display capable of displaying a graph) none. -OR- EOBR and compatible printer in truck *retention limit concerns Specific Considerations By Carrier / DriverBy Enforcement 1. Printer compatibility with EOBR requires additional development by EOBR providers. If RODs can be displayed, printers are not required under current regulations or guidance. Instead, they are listed as an option provided for under 395.15 and 395.16 to be utilized at the discretion of the EOBR provider, carrier or driver. 2. In case of printer failure, driver should be given option to fax, email or create hand-written copy. BenefitsRisks 1. Copy of RODs can be reviewed from any location and retained with citations or other Enforcement reporting 1. Additional cost to Carriers / Drivers for printers 2. Printout could be standardized and would be consistent across vendors 2. Difficult to authenticate 3. Difficult to ensure accuracy 4. Ongoing maintenance cost; paper, printer replacement 5. Ruggedized printers have higher cost - lower cost printers not as reliable
10
10What’s your next move?™ | Manual Inspection: EOBR connects to Enforcement’s Handheld Printer Handheld printer in Enforcement Vehicle or Inspection Station with USB cable. USB cable would create connection between EOBR and Printers. DOT Officer / Inspector would provide printer to driver at beginning of inspection Enforcement Review & Certify HOS status Connect Enforcement Printer via USB to EOBR Print RODs from EOBR using Enforcement’s printer Driver Receive printed copy of RODs and portable printer back from driver Enforcement
11
11What’s your next move?™ | Manual Inspection: EOBR connects to Enforcement’s Handheld Printer Technology Required By Carrier / DriverBy Enforcement EOBR with USB Handheld printer in Enforcement Vehicle or Inspection Station with USB cable. USB cable would create connection between EOBR and Printers. DOT Officer / Inspector would provide printer to driver at beginning of inspection applications within EOBR to recognize and utilize Enforcement's handheld printer Specific Considerations By Carrier / DriverBy Enforcement Security risk from reuse of Enforcement's USB device. Handheld printer solution would need to be acquired, implemented and maintained by Enforcement. Potential for reuse of existing printers in Enforcement vehicles and stations. 3. Difficult to ensure accuracy 4. Enforcement vehicle better environment for less ruggedized and more affordable mobile printers. 4. Ongoing maintenance cost; paper, printer replacement 5. Lower cost to Carriers and Drivers since printing infrastructure is Enforcement's responsibility. 5. Ruggedized printers have higher cost - lower cost printers not as reliable
