Results: –The Matrix has been approved by MOH on February 2010 –Sent to 27 DPs and received feedback from 21 DPs –Main constraints: Information on Expenditure per year Next steps: Complete the matrix and send to the DPs to check Organize a workshop on: –Present the preliminary results of analysis and the linkage with the 5 year year plan (financing gap) –More details practical guidance for completing the Matrix Milestone 1 - Develop the Matrix of development partners’ activities

5. Results: –Draft report completed and sent to MOH –Completed the presentation about the main results of this study –Study includes 2 parts: Literature review –and the consultations from international DPs, MPI, MOF, the Departments and Administrations of MOH and some PMUs Next steps: –Complete the report and organize a joint workshop to disseminate result and recommendations to improve the harmonization and alignment of TA in the health sector –Propose TWG on Harmonization and Alignment of TA in the health sector Milestone 2 - Study on Harmonization and Alignment of TA in the Health sector

Milestone 4 - Procurement procedure Results: –Draft guideline on procurement for the units under MOH according to the Law on Biding and Decree 85. –Created the form of evaluating bidding results. –Collect all comments of difficuties to MPI in giving the comments to the guidelines harmonization among 6 banks.

Milestone 5 – Adopt the HPG forum and the HPG Secretariat Results: –Developed HPG structure –Developed HPG Secretariat and baseline for the fomulation of TWG –Draft workplan of HPG developed Next step: –Create the TWG in HPG –Strengthen the linkage HPG with AEF and other partnerships (PAHI, PCG, diễn đàn PC HIV/AIDS…)

10. Objectives: 1.To facilitate the smooth running of all activities under the auspices of the HPG, including HPG meetings and technical working groups (HPG sub-groups); 2.To facilitate the creation of linkages between the HPG and other health-related partnerships. Roles and responsibilities: –Administrative role (incl. organization of meetings, dissemination of documents, logistical and administrative support to TWG, preparation of HPG work plan, etc.) –Coordination role (incl. link of TWG with MOH priorities, liaison with partnerships, engaging with MOH departments, etc.) –Development of HPG work plan and monitoring progress HPG Secretariat TORs

12. Proposed registration mechanism of TWG: –Step 1: HPG members make proposal to HPG secretariat of TWG to be created/revived. –Step 2: In consultation with relevant MOH departments and other HPG members, Secretariat reviews proposal and relevance for HPG (based on a set of criteria) –Step 3: If appropriate, TWG formally registered as HPG sub-group and reports regularly to HPG plenary Financing arrangements: HPG will provide start-up support to new TWG where necessary Proposed working and financial mechanism for HPG TWG

13. Milestone 6 - Transparency, timeliness and accuracy of financial information provided by DPs –Draft ToR created –Consultation planned with MOH and DPs on ToR –The time for implemenation of this milestone will be after Milestone 1 completed –Input is the output and process of completing Matrix of Development partners’ activities

14. Milestone 7- Expenditure Framwork linked to 5 year Health Plan MOF has issued guidance for DPF to pilot the MTEF for 2009-2011: MOF, MPI, MOH, MOT, MOET, MARD, Hanoi, Binh Duong, Vinh Long. Currently: –Collect the database of 2010 from MOH and units under MOH –Collect the data from provinces (40/63) –Regular expenditure –New missions: Examination and Treatment for the chidren < 5 years, Project 47, 225, 1816… –Collect all the needs. –Budget reduction…

15. Milestone 8- 5 Year Health Plan Results: –Develop 5 year health plan (objectivesm activities) with the support from EC and other DPs. –First workshops at central and provincial levels to collect input for 5 year health plan –Donors have given the comments about the checklist of process of planning –Tentative: first draft (By the end of April)

16. Milestone 9- Evaluate the alignment of DPs support with the 5 year health plan –Base on the 5 year health plan and result of MS 1 –Contribute to the “financing gap analysis” for the 5 year health plan –MS1, MS 6 and MS 9 are complementary: information from DP needs to be timely, accurate and transparent in order to assess the degree of alignment with 5 year health plan –Proposed to combine 2 MS together

17. Milestone 10- JAHR DPF is in the process of developing JAHR 2010 (Topic: General review of the health sector per building block; situation analysis for the 5 year health plan): – Completed TOR and recruited consultants –Completed the framework for evaluation report –Detailed framework for each chapter developed, together with initial issues paper for each building block. – Stakeholder workshop held on 22/3/2010 to review health sector issues and priorities (results to inform five year health plan formulation)
