U.S. Approach to Trade-related Assistance Whole-of-Government approach to Aid for Trade and Trade Facilitation. Several agencies provide trade-related assistance: USAID and MCC are the largest. USAID will be the primary implementer of USG assistance related to the TF negotiations. 2

U.S. Aid Architecture: USAID Broad mission and expertise. Largely field-based: works in over 100 countries with bilateral and regional missions. Programming is local: needs and priorities are determined in the field with partner governments and funded from local mission budgets. We urge you to include trade facilitation assistance needs in your regular conversations with USAID missions in your countries or regions. 4

Examples of USAID Trade Facilitation Activities In Central and South America, USAID provides customs-related technical assistance in support of a number of FTA commitments similar to a number of proposals in the WTO TF. In the Middle East, ongoing programs in Egypt, Jordan, and Morocco address a wide range of customs issues such as trusted-client programs and improved risk management procedures. In the Philippines, an ongoing program to reduce trade and transport costs associated with conducting business by providing assistance to streamline legal and administrative procedures and increase transparency at the border. 5

USAID Trade Facilitation in Africa Support through the Africa Global Competitiveness Initiative, the Global Hunger Initiative, and four regional trade hubs. Resources are expanding. Working bilaterally and with sub-regional organizations such as ECOWAS, WAEMU, and COMESA, EAC, and SADC under the Tripartite Framework. Supporting work on a number of corridors, including the Northern, Trans-Kalahari, Maputo, Dakar-Bamako, and Accra- Ouagadougou corridors. 6
