4 Basic Facts: Population 6.5 millions
Area: total: 90,000 sq. km (34, 445 sq. miles) Language: Arabic is the official language, but English is spoken widely, especially in business.

5 Customs statistics: Total number of declarations = 1.03 million During year 2012 3500 declarations per day. 30 customs offices. 10 of them are major

6 About Single Window It aims at facilitating procedures for stakeholders through gathering representatives of concerned departments and institutions which are involved in the clearance process at one place. In E-SW all stakeholders work on the same system, same database, even if they are not in one place.

Agriculture Food and Drug Brokers Security agencies Banks Ports Corporation Shipping Agents Others Some departments & institutions which are involved in the clearance process at one place. 7

8 We started implementing E-SW after we implemented 5 customs houses.
We started with 2 departments.

9 How we implemented E-SW In Jordan Customs What are the steps?

10 E-SW Implementation Team
1st step: E-SW Implementation Team Established a formal E-Single Window Implementation Team to include Jordan Customs officers, representatives from other government agencies. - Weekly meeting 10

11 2nd step: Training the other agencies (Standards and Metrology JISM as
an example) Training them how to deal with Risk Management in Asycuda.

12 3rd step: Prepare the risk management rules by JISM team with help from JC team.

14 Before Asycuda world: JISM used Asycuda ++ (On their own server and clients) they use Asycuda++ client to enter the declaration and run the selectivity, then write manually the result on the declaration. The broker should go to JISM office to perform these steps.

15 4th step: Training JISM employees how to use the Selectivity in Asycuda world. And how to change the lane of the goods and write their notes on the item.

19 Challenges in implementation:
Resistance to change. Users not have computer skills. Their will be extra work on users. Technology-Hardware, software, communication.

20 How we deal with it Challenge Align operations with the strategic plan of Customs. High level commitment to the project. Rewards for the employees. Involved the other departments in the operation(planning, implementation, evaluation) Resistance to change.
