What is a PDNA? l A Government-led exercise l Integrated support from UN, EU, WB (+ other national/regional/international actors) l Assess the impact of a natural disaster + determine needs for recovery/ reconstruction l links humanitarian relief efforts to longer term sustainable development l A platform for coordination

What is a PDNA? l Assess the economic value of damages and losses m immediate damage - due to damage/destruction m over time losses – impact on economic activities l Assess the impacts on human development as experienced by population – Human Development Recovery Needs (HRNA) m Immediate effect - due to destruction – social fabric m over time – impact on social/economic activities

What is a PDNA? l Determine baseline + objectives m Pre-disaster situation m National/Regional/Local Development Plans m Objectives for specific cross-cutting issues (Gender, Environment, etc) m Disaster Risk Management needs l Identify capacity + resources needed for implementation recovery/reconstruction l Put together into ONE consolidated report covering all sectors

2. What is a Recovery Framework? l PDNA => ONE Recovery Framework/ Recovery Plan l Recovery Framework m Based on the identified immediate and longer-term recovery needs, it should define: What should be done When it should be done How much will it cost Constraints – resources, capacities

What is a Recovery Framework? l Recovery Framework, ctd m Should establish priorities with a time plan m Integrate Government Development Plans m Integrate Disaster Risk Management/ Reduction measures => to reduce impact of future disasters Disaster Risk Assessment Build Back Better – at reasonable cost! Early warning systems, etc

3. Cooperation EU-WB-UN l Need for coordinated approach (e.g. after Tsunami Dec 2004) l Early 2007: UN/WB/EC Dialogue on PDNA & PCNA methodologies => Need for a long-term collaboration l Aid effectiveness - OECD/DAC principles

3. Cooperation EU-WB-UN l 25 September 2008: JOINT DECLARATION l = a Platform for partnership and action to foster a coordinated, effective, sustainable international response to crises (related to natural disaster or conflict)

Assessment Missions: l 15 PDNAs carried out e.g. Bangladesh, Philippines, Indonesia all implemented jointly and funded by IfS l Latest + largest PDNA: Haiti (early 2010) 3. Cooperation EU-WB-UN

EUs Role EUs Objectives l Increase EU capacity in responding to natural disasters l Successful multilateralism - optimize effectiveness of international assistance (Lisbon treaty, article 21) l Highlight importance of the early recovery phase - sustainable long term development and enhance recovery operations

EUs Role EU Objectives, ctd l Enhance country resilience to crises, Disaster Risk Reduction l Broad, quick and timely international cooperation in support of nationally-led processes for recovery l harmonize existing UN/WB approaches/methodologies – integrate EU experience EU more active in providing assistance in post crisis situations;

EUs Role EU came in later compared to UN/WB, but: l Experience from post-disaster assessments, recovery and reconstruction (although not called PDNAs) l EU (EC + Member States) = largest development donor in many countries l Strong political support to build up EU capacity in post-disaster response

4. EUs Role So far the EU mainly provided funds: l Funding many PDNA missions (Instrument for Stability, IfS) l Funding the development of joint Methodologies/Tools (IfS)

4. EUs Role But we are widening our engagement, e.g.: l PDNA Steering Committees in country – EU Delegations l EUs Joint Research Centre – Damage assessment from satellite imagery l Teams of Experts (15 from EU institutions and Member States) for the PDNA in Haiti

EUs Role Enhancing Disaster Risk Reduction l Systematic support to Disaster Risk Reduction Actions in High-risk countries m In coordination with international efforts (Hyogo Framework, UNISDR, GFDRR, etc) l EU DRR Strategy (2009), Workplan (2010), etc m Cooperation on DRR introduced in general trade- cooperation agreements with partner countries – ex Vietnam, Philippines, Indonesia m DIPECHO – DRR support supplementing Humanitarian assistance m High Priority in all Development Cooperation

EUs Role l Support Development of local capacity to undertake PDNAs and design DRR measures – Build capacity in Regional Organisations m 2010 project with UNISDR – ASEAN to take part l Increased EU financial support (from 2011) to the Global Facility For Disaster Reduction and Recovery, GFDRR, managed by the World Bank conceptual work + actual missions/projects PDNAs + DRR
