LICENCE CONDITIONS Requirements that must be met as a condition to issuing the permit Could oblige the client to provide certain information to the Export Controls Division Includes: Reporting requirements Shipment restrictions Permit utilization

REPORTING REQUIREMENTS Permit utilization reporting assists to identify incidents of permit over-utilization Can also identify incidents of exporting without a valid permit Quarterly Military Report most common Report on export of Munitions List items Promotes Arms Transparency Must report actual sales on a quarterly basis

OTHER LICENCE CONDITIONS Single shipment Firearms Temporary Exports Notification of return (proof the goods entered Canada) Delivery Verification Certificate Required By importing Foreign Government Mandatory record retention Seven years

CHALLENGES TO MANAGING LICENCE CONDITIONS Some conditions are not finalized for many years Temporary export could be for four years Staff turnaround Who is then responsible? Can require coordination with other Government Departments Customs

POSSIBLE SOLUTIONS Assign responsibility to one person Our Division employs a person to manage the quarterly military reporting requirement Work closely with counterparts in other countries Canada does have a domestic security program for controlled goods Ability to verify records, transfer etc Move to automated system Implementation of a web-based online application system that will also manage licence conditions
