4 New Five-Year Drug Abuse Prevention Strategy (29 July 2003) Basic Objective Implementing comprehensive measures for ending the third period of stimulant drug abuse in Japan as soon as possible and to make a positive contribution to solving the global problem of drug abuse Objective 1. Eradicating drug abuse by young people Objective 2. Eliminating illicit drug trafficking organizations and exercising thorough control over end-users Objective 3. Interdicting drug smuggling at the border and promote international cooperation Objective 4.
