3 Blue Sky Funds—Eligibility  Projects that reduce air pollution from motor vehicles ; or  Projects that support the District’s planning, monitoring, or enforcement programs, and technical studies necessary to implement the California Clean Air Act

4 How Projects Are Selected  Cost-effectiveness based on ton of pollutants reduced.  Health impact will also be considered.

10 Carl Moyer Program What’s Eligible for Funding?  Heavy-duty diesel on-road vehicles  Transportation Refrigeration Units (TRU)’s  Large spark-ignition off-road equipment  Agricultural stationary irrigation diesel pump engines  Off-road diesel equipment for agricultural operations  Zero-emission technology

11 Legal Mandates May Affect Moyer Eligibility  In Use Stationary Diesel Air Toxic Control Measure  In Use Off-Road Diesel Vehicle Regulation  Each project will be evaluated individually for eligibility

12 In Use Diesel ATCM Requires: Engine Horsepower Emission Limit Requirement Compliance Date Tier 0 50-99 Tier 3 or Interim Tier 4 Dec 31, 2011 Tier 0 100-750 Tier 3 Dec 31, 2010 Tier 1 or Tier 2 50-174 Tier 4 Dec 31, 2015 (Or 12 years after installation) Tier 1 or Tier 2 175 and above Tier 4 Dec 31, 2014 (Or 12 years after installation)

15 Carl Moyer Program— General Procedure 1.Submit application 2.Staff reviews the application 3.Draft a contract and perform a pre-inspection - the District inspector has to witness the engine in operating condition 4.Sign the contract 5.Order and install the new engine 6.Post-inspection - The District inspector has to witness the engine rendered inoperable or the grantee has to provide a proof from a licensed scrapage yard. - The District inspector has to verify the new engine’s specs 7.$$$
