2 Review of Implementation of MDMS in ODISHA (Primary + Upper Primary) (1.4.2013 to 31.12.2013) Ministry of HRD, Govt. of India

3 ISSUES 1.Non-release of funds directly to schools from State through e-transfer. 2.Rs. 61429.29 lakhs Central assistance released from GoI upto Dec, 2013, but the Govt. of Odisha has not released all the funds component wise to the districts upto Dec, 2013. Central Assistance Rs. 5277.2 lakh has not been released by the Govt. of Odisha to the districts. 3.Undernourished children (boys 10.4% and girls 7.60%), especially under the 14 year age group, should be identified by periodical health checkups. (JRM) 4.There is no distribution of spectacles to children suffering from refractive error in Mayurbhanj (MI). 5.Non-use of majority of the constructed kitchens due to poor ventilation leading to unbearable smoke, the State needs to adopt and encourage the use of LPG. (JRM and MI) 6.Engagement of Cook-cum-Helpers not as per norms (JRM&MI). 7.In 25% visited schools remuneration was delayed by one month in Mayurbhanj (MI). 8.Water testing: Twenty two water samples of the visited schools were tested by using a Water Microbial contamination, presumably of coli forms was observed in twenty one of the water samples collected, raising a serious concern about the portability of water.(JRM)

4 Best Practices  The honorarium to cook-cum-helpers is released to the Bank Account of each cook-cum-helper by the Nodal officer of each district.  Additional contribution of Rs.1.20 lakhs per unit from Govt of Odisha for construction of “Ama Madhyan Bhojan Rosei Ghar” Model kitchens in 10930 schools.  Additional contribution towards cooking cost for primary & upper primary students is Rs.45 paise per child & Rs.65 paise per child respectively.  Detailed MDM contingency plan formulated for the first time in the country.  Dedicated Structure: State Project monitoring Unit (SPMU),DPMU,314 DEO engaged at Block Level for MDMS  MDM Awareness Mela organised and Awareness Generation activities through Video, Audio in all tribal Languages and local dialect.  Central Plan Scheme Monitoring System (CPSMS) - a software used for tracking funds and making e-transfer of funds for MDMS  Multi-Tap water system installed in the schools.

5 Best Practice: Detailed Contingency Plan for MDMS To prevent Mid day Meal mishaps, Standard operating procedure of the mid day meal contingency plan has been executed for the first time in the country in Odisha. SOP of the Plan covers the following parameters: 1.Monitoring. 2.Health & hygiene 3.To save the life of the child,Precaution to control Untoward Incidents  Food Poisoning  Fire Accidents  Water Contamination  Waste Disposal. LET US HAVE CARE, CONCERN & CAUTION FOR QUALITY MID DAY MEAL
