Measure the quality of completed construction projects to determine if they were completed according to plan, and how maintainable the final product will be. Target - By July 15 th, at least 60% of the contracts from the previous calendar year will have evaluations completed. Maintain an average CQI rating of 90% or better for all the let contracts in the previous calendar year.

- Ensure the project is built per the plans and any potential maintenance issues are addressed prior to completion and acceptance - Project Manager schedules a project review with a representative of the maintaining authority for the spring following completion of construction - Complete the CQI rating and have the report entered by the end of June - ONE CQI is done per CONTRACT, not per Project

Ensure that the projects, as designed, are ready to be constructed by both the contractor and the construction project leader. The current goal is an 80% DQI for all projects.

- Ensure the project design elements are evaluated accurately at the completion of the construction - Complete the DQI rating and have the report entered by the end of the fiscal year - Each PROJECT needs to have a DQI completed - Designers need to ensure that constructability issues are being addressed during the design process

Close out project finals within six months of all work items being complete, based on the date entered for Substantially Complete

- Ensure that all contract work and all pay items are complete prior to entering Substantially Complete date - Follow the finals process, making sure that all needed steps are taken and the goal dates are met as much as possible - Continue working through additional steps even if there are issues with payroll, materials, etc.

Have the final project cost as close as possible to the amount that was originally contracted for when the project was let out for bid.

- Be aware of issues that can potentially lead to additional costs for the project - Work with the contractor to come up with effective solutions when issues arise - Don’t let the scope of the project expand, if possible, but also ensure the end result is the best we can provide with the resources we have available - Require the contractor to provide good documentation of additional costs for Contract Mods

Accurately estimate and manage the amount of time it will take to complete a highway construction project in order to better determine total project time and schedule future projects to effectively utilize contractor resources. Meet the project time frame specified in the construction contract 100 percent of the time.

- Be aware of issues arising that can lead to changes for the project, and work with the contractor to come up with effective solutions - Keep on top of the schedule and make sure the contractor is always anticipating how they are planning to make up for any delays - Share your data on production rates so that the designers have better information available to estimate a construction schedule during design
