22 22 Other Assumptions The price of gasoline is broadly included in the auto operating cost, which is computed on a cost per mile basis The model assumes that the auto operating cost does not increase over and above the inflation rate through 2030 Transit fares have been modified slightly reflect changes to existing fare structures, except for PalmTran-to-BCT transfers that assume a unified fare

23 Modeling Transit Travel forecasting models are sensitive mainly to Operating and Service characteristics: Provider : Routing, Stops, Speed, Service frequency, and Fare Structure Users : travel time, wait time, out-of-pocket cost, and transfers Other characteristics, such as perceived safety, station/stop amenities and reliability are accounted for in the model, but it is not directly sensitive to them E.g., improving “perceived safety” will not increase ridership 23

24 Transit Speed Assumptions All transit service will be mixed-flow unless operating in exclusive transit lanes Transit speeds in mixed-flow lanes are a function of the auto speed Transit speeds in exclusive transit lanes are computed using average speeds for local service and equations in motion with an allowance for signal pre-emption for limited-stop services 24
