2 2 o WECC is reviewing all Regional Business Practices and Criteria (started 2008) Eliminate Version Zero drafting Accurately categorize based on Document Categorization Policy o The MOD identified for remediation Approved in 2006 Not updated since Remains in Version Zero language Remains ambiguous Background

3 3 o Ambiguous Applicable to Adjacent Entities Entities Interfacing with common interchange metering or transmission facilities. Doesnt conform to NERC Functional Model Must provide Network Model Data power system…equipment…attributes Must provide additional data IF Provide more data IF the data would affect the stability analysis of the Adjacent Entitys system. No mention of who makes that decision or how Version Zero Snapshot

4 4 o The MOD is a RBP (Document erroneously labeled as a Standard) o RBP Requirements apply to all WECC members Requirements are monitored for adherence Process for Monitoring Adherence to WECC RBP Requirement (Board September 6, 2012) o May be too ambiguous to adhere or to monitor How do you know who is supposed to do what? Why does it Matter?

5 5 o Retire it Is the document needed any longer? Is the content covered elsewhere? o Modify it Call a drafting team to remedy the concerns Draft new language for adherence o Reclassify it Should it be a WECC Guideline? Guidelines are not monitored for adherence Potential Options

6 6 o Q4 2012 Initiated a review o April 2013 Critical Infrastructure and Information Management Subcommittee (CIIMS) asked the Energy Management System Work Group (EMSWG) to review the document and suggest options for remediation. o June 2013 CIIMS suggested that retirement of the document would be a viable alternative. Progress Thus Far…

7 7 o Draft a Standards Authorization Request All proposed remedies will require a SAR Requesters may be any individual or organization. WECC membership is not a requirement as long as the requester has an interest in electric system reliability or commercial business practices in the Western Interconnection. Next Steps

8 8 o Staff is ready to draft the SAR To modify/eliminate the Version Zero ambiguities …..if needed If no longer needed then retire it If it still has merit but doesnt warrant monitoring and adherence then re-classify it. Seeking Guidance

9 9 o Straw poll o What is the general consensus of the Operating Committee? Redraft? Retire? Re-classify? o Regardless of path taken, the Procedures are triggered and full due process will apply The entire Ballot Pool will be allowed to opine on the choice Seeking Guidance
