3 Curtailment Denials Curtailment Denials affect reliability FERC Approval of TOP-007-WECC-1 R.7 NERC INT-006-001-3 Requirement 1 Prior to the expiration of the reliability assessment period defined in the timing requirements tables in this standard, Column B, the Balancing Authority and Transmission Service Provider shall respond to each On-time Request for Interchange (RFI), and to each Emergency RFI and Reliability Adjustment RFI from an Interchange Authority to transition an Arranged Interchange to a Confirmed Interchange.

7 WECC Requested Regional Criterion and Modifications out for Industry Review Disposition of this request will be decided by the Standards Request Routing Committee (SRRC). Industry stakeholders are invited to comment on this request. The SRRC requests input on the following three questions: Is this criterion request within WECC's scope as a Regional Entity? Which Standing Committee should be assigned as the lead committee? Are there any comments you would like to give to the drafting team?

8 WECC Requested Regional Criterion and Modifications out for Industry Review WECC-0052 Intra-Hour Sale Criterion Seeks to develop a standardized practice within WECC to address treatment of intra- hour schedules prior to an Energy Emergency Alert being declared for: Energy Purchases Transmission Purchases Intra-Hour Tagging

9 WECC Requested Regional Criterion Modifications WECC-0053 INT-BPS-001-2 Tagging Protocols - Criterion Modification from present language: WR1. WECC e-tag requests may only be denied if information that is required by NERC Reliability Standards, NAESB Business Practice Standards, or WECC Business Practice Standards is missing or is incorrect. WR2. Any Approval Entity who denies an e-tag request without proper justification, which results in a composite status of dead, shall take corrective action to assure that the schedule flows with an implemented e-tag. WR2.1. The denying entity shall communicate with all Approval Entities on a replacement e-tag. WR2.2. All approval entities shall assess and approve the e-tag without consideration to the late status of the e-tag.

10 WECC Requested Regional Criterion Modifications WECC-0053 INT-BPS-001-2 Tagging Protocols - Criterion Modification Expand to include circumstances where the composite state of the e-Tag results in dead, expired or curtailed PSE shall be exempt from this requirement Take remedial action if such an error occurs

11 WECC Requested Regional Criterion and Modifications WECC-0056 INT-BPS-007-0 Real-Time Processing of Late Electronic Tags – Criterion Modification to: WR3. The Sink Balancing Authority is the responsible entity for declaring an emergency condition, and shall be based on one of the following: WR3.1. loss of generation, WR3.2. loss of resource due to transmission constraints, or WR3.3. inadequate reserves.

14 ISAS WEB CONFERENCE The ISAS web conference was held on Thursday, May 21, 2009 with approximately 54 attendees. The following items were discussed: Schedulers Session II Classes cancellations 2010 Preschedule Calendar comments were reviewed WIT Back-up Guideline Draft was reviewed WECC After-the-Fact Tagging Guideline Regional Criteria Draft The Preschedule Process Regional Criteria Draft Business Practice Work Group chair elected to step down and the chair vacancy filled by Carol Ballantine later announced

15 WECC 2010 Preschedule Calendar ISAS created a 2010 Preschedule Calendar Posted for comments from 4/20-5/20 Two comments received and discussed on the ISAS web conference held 5/21 Straw poll taken on item on how to preschedule over Labor Day Straw poll overwhelmingly supported keeping as written by the Preschedule Guidelines Vote to approve will be taken at next ISAS meeting

16 WECC Interchange Authority (IA) Backup (WIAB) Process Update OC Requests ISAS to Develop WECC Interchange Authority (WIT) Backup Process Small group had initial discussions on how to best meet request WECC IA Backup (WIAB) Process SAR submitted to SRRC and assigned to OC – assigned to ISAS – assigned to BPWG Task Force Interim process WIT Backup Guideline developed by Task Force headed by Carol Ballantine Posted for comments WIAB Drafting Team formed and held first meeting How much tag backup information is needed to cover loss of Interchange Authority? NERC Interchange Subcommittee also working on IA Backup Process

17 WIAB Process Action Items OATi to investigate geographically distant disaster recovery backup site Status: OATi explored options with original small group but no decision was reached OATi to investigate changing from Chicago back internet hub to a different one Status: OATi gave an estimate of the cost to do this to WECC WECC INT-BPS-016-0 Requirement to request another PSE create e-Tag requires default PSE Status: NERC Coordinate Interchange modifications may address issue Investigating requirement for RC to approve/deny an e-Tag based on request of a reliability entity. Status: WIAB Drafting Team to investigate

18 WIAB Process Action Items (contd) JISWG to create a SAR that will require e-Tag approval entities to contact and then create an approval on request for any other approval entity in the e-Tag that has a current status of CommFail. Status: Request made to Robert Harshbarger A recommendation needs to be made to all reliability entities to configure their systems to auto approve. Status: To be investigated by WIAB Drafting Team

19 WIAB Interim Process (contd) ESWG to explore possibility of developing a low cost web based approach to capturing approvals and denials of tags forms/other forms assumes that the web is up and operational Consider WON WECCNet utilization by reliability entities. This could also be useful for the ATF form that requires approval from each entity for an ATF tag. Status: ESWG recommends not pursuing this project.

20 WECC Interchange Tool (WIT) WIT schedule and actual values data used for the monthly inadvertent reporting automatically uploaded to NERC May balanced/closed early – great job Real Time and ATF staff in keeping up with intra- month data and at close. ESWG recommends NERC CERTS permissions to change data be given solely to WECC (each entity should request NERC change) to ensure WIT data drives the monthly inadvertent data on CERTS

21 WIT Phase III Update Phase III – The ability for each company to drive EMS controller from intra-hour WIT values is completed. Intra hour values should be checked against EMS controller values (ask OATi for ability to see displays if BA cannot see displays) Phase III values will provide opportunity to automate check-outs between adjacent BAs if the intra-hour schedule changes are anticipated due to variable generation

23 Preschedule Process Drafting Team (PPDT) Regional Criteria for Preschedule Process and Calendar Preschedule Process Drafting Team posted the Regional Criteria for 45 day Comment Period (4/27-6/11) Preschedule Process posted has scheduling 3 days on Fridays and the day prior to start of holiday in 22 instances PPDT met on June 15 th but did not have download of comments – Demetrios put together an analysis after the call of the comments on question 6 Some comments received are subject to interpretation Drafting Team will be set-up in small groups to respond to specific comments
