2  Canada, per capita puts more people in prison than any other industrialized nation except the US.  Prisons have a poor record in turning offenders into responsible citizens or rehabilitating them.

3  First large prison in Canada was the Kingston Penitentiary, built in 1839  Facts:  There are about 15000 prisoners in federal pens, served by about 9000 staff  Canada spends about 2 billion dollars on its federal and provincial penal systems  It costs between $ 48 000 to $80 000 per year to provide for an inmate  35-40% of inmates are non-violent drug or property offenders.

4  Facts cont’d  20% of robbery offenders, involving force or threat of force, are not necessarily violent  Almost all federal pen inmates are between 20-40 years old  Out of 15000 inmates, the number of women is 400  40% of women are in prison for non-violent offences  The largest number of violent female offenders committed acts in domestic situations in which they were victims of abuse
