Canada, per capita puts more people in prison than any other industrialized nation except the US. Prisons have a poor record in turning offenders into responsible citizens or rehabilitating them.

First large prison in Canada was the Kingston Penitentiary, built in 1839 Facts: There are about 15000 prisoners in federal pens, served by about 9000 staff Canada spends about 2 billion dollars on its federal and provincial penal systems It costs between $ 48 000 to $80 000 per year to provide for an inmate 35-40% of inmates are non-violent drug or property offenders.
