The goals of this session are to help familiarize referees with the Law Test format and type of questions used. Explain the different Law Tests offered, and that we will be using questions from last year’s State Referee Law Test. At the end, the referees should feel more comfortable with the idea of taking the test.

In #14, the game was not stopped for any foul or violation. In #15, the point is to be practical and make a decision one way or the other. In #18, the weather delay does not alter the restart, which is to kick off for the second half.

7. In #48, the important point is that it is the moment the referee makes a decision that matters, not when that decision is announced.

8. In #61, the “reduce-to-equate” rule only applies when the game ends with different numbers of players on the teams. Reduce-to-equate is only done once per current FIFA Law. Q#96 also addresses this issue and can be used as additional information.
In #63, the point is that referees must recognize that whistles ARE REQUIRED in all the other situations listed, as defined in FIFA’s Interpretations and Guidelines (see p.78).

9. RED CARD No CARD Questions 87 and 88
In #87, there are multiple reasons to give a red card (violent tackle, DOGSO). In #88, there is no DOGSO because there are two defenders (not counting the defender that commits the foul) between the attacker and the goal. So a “careless” tackle means only a foul, no card needed. The restart is a penalty kick.
