Group Background for PMU Establishment Phare project (BG.98-02-03) established basis for Decommissioning strategy and identified relevant supporting projects (final report December 2001) Initial Projects for PMU scope were obtained from the Phare recommendations IFT for PMU issued June 2002, Contract placed January 2003 between KNPP and a Consortium of British Nuclear Group, Electricité de France, supported by ENPRO Consult Phase I completed April 2006, contract extension granted for additional Phase II work till March 2007 with the Consortium. Phase III extension granted in April 2007, till March 2008, with Project Services supported by ENPRO Consult. Phase IV extension granted in April 2008 for work till March 2011with VT Nuclear Services supported by ENPRO Consult

Group Project 11 (a, b & c) Evaluation of the Radiological Inventory for Units 1 to 4 The project has now been split into 3 parts P11a - Initially equipment will be provided for KNPP to gather all data necessary to establish an inventory. P11b - A feasibility study will be carried out to ensure an optimal packing regime for all of the wastes is developed P11c - A specialist consultant will be engaged to calculate the activation of components in the reactor pressure vessel

Group Project 12 Supply of Size Reduction and Decontamination Workshops Project 12 is to provide a range of facilities and equipment for size reducing and decontaminating dismantled materials from the Turbine Halls and Auxiliary Buildings at Kozloduy NPP Units 1-4. The proposed facilities are envisaged to be used also for size reduction and decontamination of the dismantled materials from the other plant areas, including the Reactor Buildings. Tenders are currently being invited for this project

Group 13. Dismantling Tools and Equipment Background The Decommissioning and Dismantling of the reactors and ancillary plant will require tools and equipment that are not normally used at a reactor site. This project is to procure a range of tools and equipment for KNPP to use in the dismantling of Units 1-4. Tenders will be issued over the next 3 months

Group 15. Heat Generation Plant Background An additional source of steam for district heating for the town of Kozloduy will be required after the physical separation of the infrastructures of Units 1-4, to cover those situations when Units 5 and 6 are not in operation. This steam is also necessary for the processing of liquid radioactive waste and can be used to accelerate the restart of Units 5 or 6. Smaller quantities of steam are also necessary for processes like demineralised water production and local area heating.

Group Project 15 Heat Generation Plant Current proposal is for the supply of a steam and hot water generation plant fuelled by gas on the Kozloduy site. Site location is being finalised prior to Tendering.

Group Project 16 – Environmental Assessment for Decommissioning This project is to produce an Environmental Impact Assessment (EIA) for the Decommissioning of Units 1 and 2 According to Bulgarian legislation, the EIA must be completed by an independent Contractor Expressions of Interest are currently being sought from interested contractors

Group 19. Decay Storage Site for Transitional RAW Background During the dismantling of the Turbine Hall and Auxiliary Buildings, a significant quantity of category 1 radioactive waste (RAW) will be generated. This RAW can be released from regulatory control after appropriate treatment and/or temporary storage for a period not longer than 5 years. The objective of this project is to provide a site for the temporary storage of transitional radioactive waste for five years to allow sufficient radioactive decay to occur to permit subsequent controlled release. This storage site will be situated on the KNPP site.

Group 20. Information Centres for Decommissioning. Background The existing KNPP Information Centre is focussed on operations at Kozloduy. As the site moves into a decommissioning regime changes are needed to reflect this change in status, and the new operations and procedures that will be introduced to the site as a result. The addition of an Information Centre in the House of Culture will allow free access to the decommissioning displays so that members of the public can have access. The Informational displays in KNPP offices in Sofia will display the decommissioning activities so that key stakeholders may view.

Group 21. Storage Site for Conventional Waste from Decommissioning. Background During the dismantling of Turbine Hall and Auxiliary Building a significant quantity of solid waste will be generated and these wastes will be released of regulatory control. These wastes will need to be stored temporarily whilst waiting for removal. This storage facility will be for clean waste, but must comply with Bulgarian regulations for waste. The site may be inside or outside the existing KNPP boundary.

Group 23.Inventory, Treatment and Conditioning of Contaminated Soil. Background This project is for the provision of technology for both determining the inventory, and subsequent processing and conditioning of contaminated soil at the KNPP site. The project will be carried out in a number of key stages: Procurement of the equipment for the development of the inventory. Site surveying for the assessment of contaminated soils. Development of a strategy for the treatment and conditioning. Procurement of the equipment for treatment and conditioning of contaminated soil. Treatment of the soil Continued monitoring during the stages of decommissioning

Group 24. Concrete Core Sampling Analysis Background The purpose of this project is the preliminary investigations on concrete in the buildings of KNPP Units 1 -4. The main objective is to obtain information about the contamination of the concrete of buildings (level of contamination, penetration depth, nuclide spectrum). For this concrete and epoxy resin coating samples must be taken and evaluated (gamma-spectrometrically and partly total alpha). These data are necessary for the planning of the decontamination measures and free release measurements before the demolition or conventional use of buildings.

Group 25.Asbestos Removal Equipment. Background This project is for the supply of equipment and materials for KNPP personnel to safely remove and store asbestos material from the Turbine Hall and other buildings during decommissioning. Asbestos represents a significant hazard to decommissioning personnel during the dismantling of redundant equipment, systems, and structures. Asbestos removal has been recognised in the Decommissioning Plan as a necessary early stage in dismantling activities. In addition a feasibility study will be carried out for the processing of asbestos through the HVRF

Group 26.Demolition Equipment. Background This project is for the supply of heavy duty equipment for the demolition and cutting of reinforced internal concrete structures within the Turbine Hall, Reactor Buildings, and Auxiliary Buildings at KNPP Units 1-4 and other possible redundant structures during decommissioning. Demolition of the external structures of the Turbine Hall, Reactor Buildings, and Auxiliary Buildings is outside the scope of the decommissioning strategy for the site.

Group Summary The PMU has been established in support of the KNPP Decommissioning Department. All of the Infrastructure Projects associated with Decommissioning have been identified and are being managed through the EBRD Procurement Process. The status of the twenty seven projects is as follows:
