Strategy Closing the digital divide should be done both ways : 1. Broadband access for citizens and business & 2. Broadband access for the Greek State

Objective and design of the Project The project intends to: close the ‘broadband gap’ between remote / most disadvantageous ‘traditional white’ rural areas of Greece (600.000 inhabitants 5.000 sites) deals with the combination of two negative co-existing conditions: the ‘lack of infrastructure’ and the ‘lack of commercial interest’ in these areas. Public intervention should be able to achieve the following goals: Sufficient broadband coverage in Rural areas, Provision of reliable and affordable connectivity services to the end users (in terms of speed, quality and price) (enabling 30Mbps per user) Deployment of a powerful and future-proof network infrastructure that can support medium and long term penetration targets The ability to foster real competition and prevent any single operator from gaining special advantages against others Support and facilitate existing network operators to choose and implement their own strategy, concerning potential private (add-on) investments in these territories.

Project’s principles 1) Public-Private Partnership Project (PPP) 2) The targeted areas are divided in three lots of equal weight in terms of population size 3) The contractors will act as wholesale providers 4) Implementation into two stages Phase A (development : 2 years) and Phase B (operation : 15 years) 5) Network open for use by all Telecom Service Providers, in order to offer broadband services to end users (citizens & enterprises). 6) Public ownership of the network infrastructure. After the termination of the 15-year operational period, Greek authorities (who retain network’s ownership) may proceed with a new awarding procedure, in order to choose a new administrator. 2

Project Budget Phase A: 161 M€ - covered through EU Funding Phase B: covered through Private Funding (Operation and Network Expansion in order to increase the population coverage from 85% to at least 95%)

5 SYZEFXIS II main entities 1.Broadband connectivity and voice services to every Greek public agency (34.000 actors) – 8 telecom Islands – most important public State actors will operate at 100Mbps or even 1Gbps 2.Public Sector Mobility service – wireless island 3.Distributed Infrastructure (security/access devices – telephony & teleconference equipment- cabling) 4.Core Service (SIX) + Central Data Centers 5.ISP & SLA Service

Project Budget 616 M€ covering three years operational phase 172 M€ covered through EU Funding (mainly infrastructure) 148 M€ per year covered by National Funding (operational costs)

Objective and design of the Project The project intends to: Interconnect the MAN networks that have been developed in 68 Municipalities throughout Greece with the Public Administration Network (SYZEFXIS) and the National School Network, in order to offer telecommunication services (data, voice and video) to almost 4,000 public state actors over broadband optical access circuits. Budget: 7 million € (EU funding) Duration: 2 years

Project’s implementation 1) 12 lots. 2) Implementation into four stages: Phase A (Site Survey) Phase B (Recovery actions) Phase C (Integration) Phase D (operation) 3) The project is closely associated with two backhauls for each city: 1 Gbps SYZEFXIS backhaul 1 Gbps School Network backhaul

Benefits 1) 100 / 1000 Mbps access links for 4,000 public state actors. 2) Reduction in public telecommunication costs, by utilizing the public MAN infrastructure rather than other private networks. 3) 1300 broadband schools and 2700 broadband agencies 4) A ready to use network for the implementation of SYZEFXIS II network. 5) A fully operational, high-value Layer 1 / Layer 2 network infrastructure waiting for the Public/Private Sector to invest in the near future
