Mission The 20-person Incident Management Division at Sector Columbia River responds to all pollution threats along the Columbia River, and the coastlines and navigable waters of Oregon and southern Washington state. Diesel/unknown Feb. 15 Paper mill de-construction IVO Hoquiam, WA, w/ large 500-yd sheen in Grays Hbr via small slough. Fund: $2K Transmission oil/2 quarts Feb. 19 Mystery sheen IVO Willamette River led to discovery of submerged truck; floated/removed. Fund: $10K. Unknown/sheen Sheen reported near facilities in Portland near known Superfund site; NRCES hired for clean up. Fund: $2K Diesel/1 ounce Mar. 23 Forklift cap unsecured at work site along Willamette River in Portland. Notice of Violation issued for less than 1 oz. Mar. 24 Report of sheen at Outfall 22, Portland, samples taken. Hydraulic oil/4 gal Mar. 25 Discharge at loading tower of Roseburg Forest Products facility in Coos Bay, OR. RP skimmed. LOW. Mar. 31 25 x 25’ sheen IVO Swan Island, Willamette River. From Outfall #22. Coordinated w/city, state responders.

Diesel/500 gal Apr. 18 Derelict vsl in a derelict boat house on Skipanon River in Warrenton, OR. Clean Harbors and Ballard hired w/fund. Motor oil/2 quarts 100 x 100’ sheen at Columbia Park Marina (Richland, WA) caused by failure of outboard on small P/C. LOW. Oil/sheen May 8 Residual oils released during boat work on Umpqua River; RP response; NOV. Unknown/3 drums May 20 CERCLA opened for mystery drum IVO Cape Disappointment, WA (Cowlitz Clean Sweep hired). Diesel/5 gal C/S PORTLAND SPIRIT discharged while re-fueling. Petroleum based paint/sheen May 22 1000-yd sheen IVO Vigor Shipyard on Willamette R. Paint from unknown source dissipated and unrecoverable.

Hoquiam, WA – Feb. 15, 2015 Grays Hbr Public Utilities Dept dismantling Harbor Paper Mill: subcontractor pumped out a secondary tank to a culvert/ditch, causing 500x50-yd sheen in Hoquiam River.

Caruthers Landing (south of Ross Island Bridge), Portland, OR – May 20, 2015 Fuel line burst during refueling ops, 1 gal. diesel discharged; vsl placed boom and absorbent pads immediately. Letter of Warning issued for <1 gal diesel.

F/V four forty Cape Disappointment, WA – May 27, 2015 44’ wood F/V with 350+ gal diesel on board allides with “A” Jetty near Cape Disappointment, WA. Vsl sank, OSLTF opened for Ballard salvage ops. Minimal impact to environment as contractor recovered 350 gallons!

Portland, OR – June 9, 2015 Work boat sank, discharged 10 gallons gasoline into Willamette River. Vsl righted by Gunderson Marine & towed to Sauvie Island for removal. 10 gal gas discharged; LOW.

However, Sector Columbia River “federalized” more (13 cases) during this time period than in the same period in 2014 (8).
