The program is aiming to resolve economical and social problems that we are encountering and assuring human’s right to live in healthy and safe environment by improving the urban planning, energy, engineering infrastructure, and road network to the world standard, increasing the accommodation supply for people, and providing work places for citizens.

Road network .
Through Road project, will be connected all province centers with Ulaanbaatar city and with near state borders.
Expected results:
Will be improved local communication
Will be transportation cost reduce, and local residents livelihood level will be improve
Will be developed communication between city and local area, stop rapidly migration to the Ulaanbaatar city.

11. 2 level intersection of the Western IV road , Eastern IV road
Solution for project implementation
Renew the 350 km auto road and build the 212 km new road and construct the 2 level intersection in 7 locations, it will reduce the overload on the I, II circle road, and improve the traffic capacity of the main roads and decrease the volume on the branch roads.

Total 331 soums of Mongolia can be categorized into 96 regions according to geographical location and the “Soum center"project along with Housing Project can be implemented. After implementation, migration from rural area to urban area will be reduced and much needed jobs will be created and retained in rural areas.
In the Soum center:
