Jaipur , Jodhpur, Jaisalmer , Udaipur, Bikaner etc are internationally known for its urban planning and architecture. The rulers of erstwhile princely states of Rajasthan patronized wide roads, excellent infrastructure, recreation areas, public parks etc. & traditional building art and artisans which made Rajasthan rich in heritage buildings, monuments & PLANNED WALLED CITIES. 3

8 Master Plans for All the Cities/Towns
In 2009 – Only 65 Towns had Master Plans.. The State Government took a decision to prepare Master Plans for all the 184 ULB towns through outsourcing. Now Rajasthan is the only state where all 184 ULB towns have Master Plans / Land use Plans. Residential Land use – sufficiently earmarked in all the towns looking to population projections in next 25 years – Areas also reserved for Affordable Housing – Close to Industrial areas / Major work centers. 8

11 Model No-2: Private developers on Private land : Buy back by the Govt.
AFFORDABLE HOUSING POLICY – 2009 Public Private partnership Models Model No-2: Private developers on Private land : Buy back by the Govt. Selected developers to take up construction of EWS/LIG/MIG-A flats (G+2/G+3 format) on minimum 40% of the total land for EWS/LIG & 12% for MIG A. Built up EWS/LIG/MIG-A flats to be handed over to the nodal agency (Rajasthan Avas Vikas & Infrastructure Limited) at pre-determined prices, to be allotted to the eligible beneficiaries. Developer free to construct MIG-B/HIG flats on remaining land. Several incentives offered to developers. 11

Model No-3: Private developers on land under acquisition: Buy back by the Govt. ULBs to identify private lands for acquisition and set apart for construction of houses to the developer cost of acquisition +10% shall be payable by the selected developer Land owners whose lands already under acquisition for residential schemes of Development Authorities / UITs /ULBs. may be used for creation of stock under Affordable Housing Policy like in Model No.2. 52% of the land will be used for EWS/LIG/MIG-A as per Model No: 2 of the policy Remaining 48% land allowed to be used for HIG and other category of flats . 12

HIGHLIGHTS OF THE POLICY Model No-4: Private developers on Government land: Free land by Govt. in lieu of constructed houses (For Rental housing or outright sale basis) The ULBs to offer Government Land for construction of EWS/LIG flats through open bidding process. Land is offered free of cost but the bidding parameter is the maximum number of flats offered by the bidder The developer offering the maximum Flats is awarded the project. 13

AFFORDABLE HOUSING POLICY HIGHLIGHTS OF THE POLICY Model No-5 Slum Housing : on PPP Model To encourage PPP Model for Slum Redevelopment Slum Development Policy issued by the State Government on Slums situated on Govt. land as well as on private lands can be taken up for Redevelopment Several incentives – FAR 4.0 , Commercial 10% , High rise permitted on developers segment 14

AT PRE-DETERMINED PRICE i.e Rs 750 /* per sq ft ON SUPER BUILT UP AREA for EWS/LIG & Rs 1000/- per sq ft for MIG-A (*Price revised to Rs per sq ft looking to extra ordinary rise in construction cost .) 15

SUBSIDY OF Rs 12,500/ FLAT APPROVED BY GOI FOR JAIPUR CITY PROJECTS UNDER “AFFORDABLE HOUSING IN PARTNERSHIP” OF GOI, TO BE TRANSFERRED TO BENEFICIARIES . 16

17 AFFORDABLE HOUSING POLICY – 2009- ELIGIBILITY FOR DEVELOPERS
Any developer fulfilling the following criteria will be eligible to apply under various models. Experience in building construction works for at least three years with good track record of quality construction works. Total net worth (Reserve & Capital) of last three years (of the company or its sister concern or consortium) equivalent to at least 10% of the project cost (excluding land cost) i.e. cost of proposed EWS/LIG houses. under model no.2, the developer should hold at least 5.0 acres of land in the concerned The developer should have executed minimum 2.0 acres of Residential or other type of Development in a single project during the last 3 years. (As a developer or builder or as construction agency) Joint venture or Special Purpose Vehicle by private developers will also be eligible under the Policy. 17

AFFORDABLE HOUSING POLICY Criteria for Site Selection for Affordable Housing Schemes Site to be selected / approved should preferably be in the vicinity of existing infrastructure, so as to minimize delay and cost in extending various services to the scheme area. Proper Approach. Availability of Local Transport. Availability of Water & Electricity. Primary School to be in near vicinity. Primary Health Center facility nearby.

20 TIME ALLOWED FOR COMPLETION OF THE PROJECT.
AFFORDABLE HOUSING POLICY TIME ALLOWED FOR COMPLETION OF THE PROJECT. Time allowed for completion of the project as follows:- EWS/LIG flats 200 nos year EWS/LIG flats 400 nos years EWS/LIG flats 600 nos./above - 03years THIRD PARTY INSPECTION FOR QUALITY ASSURANCE If the developer completes EWS/LIG flats within the scheduled period without getting any extension, the developer will get extra incentive of 0.5 TDR/FAR after obtaining completion certificate from the nodal agency. 20

21 FINANCING MODEL IN THE POLICY
AFFORDABLE HOUSING POLICY FINANCING MODEL IN THE POLICY RAJASTHAN AVAS VIKAS & INFRASTRUCTURE LIMITED – Nodal agency for implementation of the policy HFC’s/Banks involved for loan to the benefeciaries. Escrow account between Local body – Developer – Beneficiary- To ensure Stagewise Payment to developer VAT exemption Allotment/lease deed of the flat-directly mortgaged to the bank. Extra comfort to the banks by ULBs in case of default- possesion of the flat to be taken & re- alloted to next benefeciary. Payment to be made to Bank BY ULB hence ZERO Risk to Banks 21

22 FINANCING MODEL IN THE POLICY – CREATION OF CORPUS /RESERVE FUND
AFFORDABLE HOUSING POLICY FINANCING MODEL IN THE POLICY – CREATION OF CORPUS /RESERVE FUND Dedicated Reserve/Corpus Fund of Rs cr created in RAVIL for providing finance to the developer on the executed work so that stage wise payment to the developer is not delayed. The Fund to be raised upto Rs cr depending upon future requirements 22

23 HOUSING FINANACE – IMPORTANT INITIATIVE
DEDICATED HOUSING FINANCE COMPANY FOR RAJASTHAN Joint venture of IFCI, NHB AND STATE GOVT. To provide easy housing loan to persons with income group of – 20,000 per month FIPB Approval Awaited. Micro financing companies to be involved for housing loan to persons with lesser income. MOU SIGNED – TRIPARTITE AGREEMENT BETWEEN THREE SATKEHOLDERS 23

Role of NGO’s: Identification of beneficiary ( footpath dwellers, taxi & rikshaw dwellers, etc. ) information to the beneficiary about government’s Affordable Housing Initiatives. Helping him/her in filing of application form for allotment and in all after procedures like giving information about dues, registry and procurement of housing loans from Bank.House loan under ISHUP being sanctioned by the Banks Providing information about Self Employment Schemes. 24

25 ACTION ON IMPLEMENTATION OF POLICY
AFFORDABLE HOUSING POLICY ACTION ON IMPLEMENTATION OF POLICY Model No – Mandatory provision More than 15,000 flats/plots reserved in schemes of RHB/Urban Local bodies / Private developers Model No – On private land Phase – I : Work on 14 projects having more than 14,000 houses in 8 Towns at completion stage. Phase – II : 24 projects in 13 Towns approved and registration for more than 21,000 houses received. Phase – III : 18 Developers have submitted their expression of interest for more than 18 Towns. Model No On Government land JODHPUR DEVELOPMENT AUTHORITY and UIT KOTA – work at completion stage for more than 5,000 houses. 25

26 Project of Mass Housing in 50 Cities/ Towns
To undertake large scale Low Cost Housing projects for EWS & LIG category on the Government lands situated in about 50 cities/Towns being offered to Developers. Out of total land parcel, EWS/LIG/MIG A housing to be constructed on 75 percent of the area, remaining 25 percent of the land will be allotted to developer, free of cost to cross-subsidise the cost of dwelling units. Bidding by developers is to quote per sqft rate with maximum ceiling rate is Rs per sqft. incentives viz- FAR (2.25) (without betterment levy), complete waiver of Building plan approval fees, commercial use upto 10% of land area. 26

27 MukhyaMantri Shahari BPL Awas Yojana
Hon’ble CM’s Budget Announcement To fulfill Social Commitment of providing housing to the persons below poverty line A direct subsidy of Rs 75, to BPL family – To construct One Room unit. Additional subsidy of Rs for construction of Toilet 30 sq mt plot to be allotted free of cost Beneficiary allowed to construct his house Homeless persons , persons having less than 25 sq mt built up area or kutcha houses in the BPL list are eligible for the subsidy. 1.0 lac houses / year to be constructed Rs cr loan (per Year)being taken from HUDCO 27

28 RAJASTHAN TOWNSHIP POLICY 2010
Township Policy to promote Integrated Schemes in Private Sector Several incentives being offered to developers having townships on 10.0 ha or more area of land Special Townships – IT Township , Educational Township , Industrial Township , etc are also permitted Affordable Housing on Land Under Sick Industrial units 15% of plots to be reserved for Affordable Housing in each of the township schemes Government land falling within the Township area can also be allotted if 75% of land is under possession of developer Clubbing of two or more adjoining schemes also allowed Process of approvals simplified under Sec. 90 A of Land Revenue Act with max limit of 45 days THANK YOU

29 SLUM DEVELOPMENT POLICY 2012
The Private developer may take up the redevelopment project on any slum identified by the Local Body or interested developer may also identify other suitable slum / slums which can be taken up for redevelopment after obtaining consent from slum dwellers Slums situated on private lands can also be taken up subject to conditions i.e. Consent from slum dwellers and private land owners , projects can be taken up on mutually agreed terms with land owner and local body

30 Tool for creation of facilities without Land Acquisition
TRANSFERABLE DEVLOPMENT RIGHTS POLICY 2012 Rajasthan , The only State in North India to implement TDR Policy Tool for creation of facilities without Land Acquisition a. Development of Affordable houses under State Affordable Housing Policy in lieu of Floor Area Ratio (FAR) granted as per the Policy. b. Development of Green spaces- Parks/ Open Spaces/Playgrounds /Water Bodies etc. as per the provision of Master Plan/ Sector Plan. c. Development of Master Plan/ Sector Plan roads including road widening d. Development of Public Parking lots, e. Development of City level Facilities/other public purposes as per Master Plan proposals. f. Slum rehabilitation scheme under Slum Development Policy 2012. g. In lieu of land surrendered for other purposes as specified by the State Government. 30

A Special Campaign to provide relief to persons living in Urban Areas – with an Human centric approach Regularization of Unauthorized colonies existing on Agriculture land in Urban areas Title to plot holders – A major relief to provide Housing An Unique experiment of involving Dedicated Consultants in each of ULB to provide Technical support in Town Planning and Engineering field More than 5000 Layout Plan got prepared About 2.0 lacs title deed issued – Plot holders can now construct houses and also get house loan etc. Title deed to Slum Dwellers – Over 30,000 Building Plan Approvals THANK YOU

32 ISSUES TO BE CONSIDERED TO PROMOTE AFFORDABLE HOUSING
LUKEWARM RESPONSE OF THE BANKS TO PROVIDE HOUSE LOAN TO EWS/LIG CATEGORIES LOW SANCTIONS/DISBURSEMENTS - ONLY 48% OF THE APPLICATION SANCTIONED AND 25% DISBURSED UPTO MARCH,2013 LOW LOAN AMOUNT – ONLY Rs 1.0 LAC FOR EWS LEAVING A BIG GAP TO MEET THE COST OF HOUSE WHICH IS Rs 2.75 LACS SUBSIDY UNDER RAJIV AVAS YOJANA TO BE EXTENDED TO PROJECTS UNDER THIS POLICY ENVIRONMENT CLEARANCE DELAYS AFFORDABLE HOUSING PROJECTS STEEP INCREASE IN COST OF BUILDING MATERIALS Ex. CEMENT BAG FROM Rs 170 TO 300 PER BAG STEEL Rs 35 PER KG TO 50 , LABOUR WAGES FROM Rs 150 TO 300 UNSKILLED AND Rs 300 to 500 SKILLED INCOME TAX /SERVICE TAX EXEMPTIONS NEEDED
