5 SWRCB Desal and Brine Discharge Policy  Background Currently, desalination facilities are regulated under the NPDES program by the Regional Water Boards No provisions currently in the Ocean Plan specifically addressing intakes or brine discharges from desalination facilities The Ocean Plan does not include a salinity objective (Source SWRCB Staff Report April 18, 2011) MSSC January 26, 2012

6 SWRCB Desal and Brine Discharge Policy  SWRCB Staff propose: –Policy similar to OTC -93% entrainment reduction – Narrative standard within 10% of “natural” –Allow dilution within the Zone of Initial Dilution (ZID) –Prohibit intake from ‘impaired waters” MSSC January 26, 2012
