3 Pollution Prevention Advisory Board Background Created in 1992 Pollution Prevention Act 15 Members and 2 ex-officio members from Governor’s Energy Office and CDPHE Administer grants from SARA Title III fees Advise CDPHE on P2 activities/policy Authority to make decisions on HB-1288 and SB-182 in consultation with Assistance Committee

4 Assistance Committee 13 Member Committee 1 member from CDPHE 1 member from Governor’s Energy Office 1 member from Office of Economic Development 2 county members (1 rural, 1 urban) 2 municipal members (1 rural, 1 urban) 6 members balanced from representatives of non- profit and for profit entities

5 Assistance Committee Timeline Application Announcement – June 26 Applications Due – July 16 PPAB Review – July 17 to July 24 Recommendations to Jim Martin – July 25 Appointments – August 3 One month earlier than required due to SB-182

6 Assistance Committee First meeting – Between August 13-24 Joint meeting with PPAB on August 28 Powers and Duties of Committee Make recommendations to PPAB for: Development of criteria for grants Awarding of grants Rebate formula Assist in drafting annual report on progress of grant program

7 1288 Grant Program 0.6 FTE to fiscal office Approximately $2.5 million dollars Timeline (Draft) September/November - Criteria development December - Board discusses and finalizes program structure January - RFA announcement and rebate application deadline February - Grant application deadline

8 1288 Grant Program March - Review and evaluate grant applications April: Grant recommendations due to Board Board approves grants Deadline for 1 st quarter rebate application May - Notify grant recipients May/June - Prepare contracts July - Grantees may begin projects Deadline for 2 nd quarter rebate application September/October - Annual report to legislature

9 182 Grant Program Background – Technology Advancement Grants Previously housed at CCHE Grants to individuals, public, or private entities for waste diversion and recycling projects emphasizing tires and making use of Colorado Institutions of Higher Education where possible. Approximately $495,000/year with a carry over balance of ~$825,000 Assistance Committee – Same role as HB-1288 No FTE for CDPHE.

10 182 Grant Program Timeline (Draft) – Trying to keep separate from HB 1288. September - Set criteria October - RFA sent out November - Applications due November/December - Evaluate, recommend and approve grants December/January - Prepare contracts February - Grantees begin projects
