I am being supported with the training by :- Fraser Gill, Dave Charlton, Tony Parlett and Jack Pellew Thanks for the pre season inputs by Jack and Peet Daniel. Our President Mark lee is also the Chairman of Advisors Fraser McDermont has currently our acting Hon. Secretary

5 Line out IRB clarification for teams choosing not to engage at the lineout if the defenders in the line out choose to not engage the line out drive by "leaving the line out as a group", PK to attacking team; if the defenders in the line out choose to not engage the line out drive by simply opening up a gap & "creating space" & not leaving the line out, the following process would be followed: - attackers would need to keep the ball with the front player, if they were to drive down-field (therefore play on, general play - defenders could either engage to form a maul, or tackle the ball carrier only); - if they had immediately passed it back to the player at the rear of the "group", the referee would tell them to "use it" which they must do immediately... - if they drove forward with the ball at the back (did not release the ball), the referee would award a scrum for "accidental offside" rather than PK for obstruction. 6 DISCIPLINARY PROCEDURES IN RED CARD CASES 2014/15 SEASON Offside at the ruck May 2014 When a scrum half attempts to retrieve the ball from a ruck, the ball is not out until that player has picked the ball up from the ground. In the clip the scrum half is taken out by the player before the ball is off the ground and this would be deemed to be offside by the player tackling the scrum half. If, however, the scrum half had picked up the ball and a defending player tackles the scrum half, that player does so without sanction.

7 DISCIPLINARY PROCEDURES IN RED CARD CASES 2014/15 SEASON Ruling in Law by the Designated Members of the Rugby Committee Ruling 3-2014 Union SRU Law Reference 9 Date 15 September 2014 Request Law 9 – Method of Scoring The SRU has requested clarification on whether the below interpretation of Law 9 in Sevens also extends to Fifteens. “Law 9.B.1 9 (e) – Taking a conversion kick? 1.Who can or should inform the referee of the team’s decision to opt to take the conversion or not? Can anyone or must it be the captain, try scorer or conversion taker? Or any of the foregoing, bearing in mind that one of the foregoing individuals may be some distance from the referee and be inaudible? 2. Are there any specific words or signal that must be used to indicate to the referee of the team’s decision as to whether they will take the conversion or restart play ? 3.In relation to the timing restriction on when a team can opt not to take the conversion and to instead restart play, what happens if there is a delay in the referee ruling that a try has been scored (i.e. if he is behind the player or the TMO is consulted) which results in the clock going past 0.00? 4.Lastly, if the team chooses not to take the conversion do they have to be set to take the restart before the clock reaches 0.00 and the hooter sounds? Or do the same principles apply regarding other restarts of play such as the lineout whereby the ball may go out of play before the clock reaches 0.00 and the lineout must still take place regardless of whether it has formed or not before 0.00?” Clarification in Law by the Designated Members of the Rugby Committee As with the previous interpretation relating to Sevens, the below clarification does extend to Fifteens. A try is not scored until awarded by the Referee. The decision not to take the conversion must be relayed by the try scorer to the referee, by saying “No Kick” after the award of the try and before the time reaches 00.00. In the event of the Referee utilizing the TMO then the clock will be stopped. Once the decision is made to forfeit the conversion the referee will award a kick off. The kick off will take place regardless of whether players were ready at 00.00 or not.

9 DISCIPLINARY PROCEDURES IN RED CARD CASES 2014/15 SEASON CLUB to notify Disciplinary Secretary within 24 hours. By email if possible. Copies to Hon.Secretary and County Administrator. Details required: Name of player Club Referee Offence

10 DISCIPLINARY PROCEDURES IN RED CARD CASES 2014/15 SEASON The CLUB should assume that the hearing will take place at NORTHERN at 7.00pm the following Thursday.

11 DISCIPLINARY PROCEDURES IN RED CARD CASES 2014/15 SEASON The REFEREE should submit his/her Report by 9.00am on the Monday following the game. The Report should be sent as a Word document by email to Malcolm Jarvie and copied to the Disciplinary Secretary and the County Administrator. The REFEREE should consider him/herself on standby to attend the hearing unless and until stood down.

12 DISCIPLINARY PROCEDURES IN RED CARD CASES 2014/15 SEASON As soon as practicable after receipt of the Referee’s Report, either the Disciplinary Secretary or County Administrator will email to the CLUB the following: Referee’s Report Notice of Hearing

13 DISCIPLINARY PROCEDURES IN RED CARD CASES 2014/15 SEASON The NOTICE OF HEARING will include the following: Time and Venue of Hearing Details of the Charge A requirement for the CLUB to notify the Disciplinary Secretary within 24 hours the likely plea to the charge and whether or not the attendance of the REFEREE is required at the hearing.

14 DISCIPLINARY PROCEDURES IN RED CARD CASES 2014/15 SEASON The CHAIRMAN will convene a DISCIPLINARY PANEL. Either the Disciplinary Secretary or County Administrator will forward copies of the Referee’s Report and Notice of Hearing to Panel members, preferably by email. The Disciplinary Secretary will notify the REFEREE if his/her attendance is required. This will be done as soon as possible after receipt of the CLUB’s response to the Notice of Hearing.

15 DISCIPLINARY PROCEDURES IN RED CARD CASES 2014/15 SEASON At the conclusion of the hearing a short form WRITTEN DECISION will be handed to the PLAYER. The PLAYER will be asked if he/she requires a full written judgment. Where a full written judgment is requested, the Disciplinary Secretary will produce this in conjunction with the CHAIRMAN and forward this to the CLUB as soon as possible.
